PLN20100073 Dear Mr. Johnson: MIKE COOPER MAYOR As stated in my letter dated December 16, 2010, staff has begun review of your land use application for a townhouse subdivision located at 656 and 658 Daley Street; however, it was found that your application is incomplete. After I sent my letter, it was brought to my attention that the Engineering Division requires a response to a few additional items that were not listed in my previous letter. For your convenience, I am including the items from my letter dated December 16, 2010 as well as the additional items requested by the Engineering Division. Please respond to the following items for your application to become complete and so that staff s review of your application can continue: 1. Previously Requested: Edmonds Community Development Code (ECDC) 20.02.002.E requires a written statement to be submitted with the application addressing all applicable standards, requirements and criteria in the development regulations. Please submit a statement addressing this requirement. 2. Previously Requested: Your proposal indicates a property line extending through the existing single-family residence. As was discussed with your previous townhouse subdivision application (PLN20100055), the short plat cannot be approved with the existing residence straddling the proposed lot line between Lots 1 and 4. Please provide a written description of your proposal, including how you plan to accommodate for the fact that a lot line is proposed through the residence. Are you planning on demolishing the residence prior to final approval of the townhouse subdivision? Are you planning on constructing a duplex townhouse building in this location prior to final approval? As specified in the Building Divisions comments dated August 9, 2010 on your previous proposal (PLN20100055), zero lot line construction must comply with the fire resistive requirements of section R302 of the International Residential Code, and each separate unit must also comply with all other IRC requirements for dwelling units. 3. Previously Requested: The notarized statement for your adjacent property owner's list has the address 656 Daley Street written on it; however, the adjacent property owner's list must include all addresses within 300 feet of the entire subject site (including both existing parcels). Please specify exactly where the 300-foot radius was drawn around and provide the additional names of any property owners not included on the initial list. Additionally, some of the addresses on the list are difficult to read, and we will not be able to copy them onto labels. Please provide a clearer list that is also consolidated so that there are not only a few addresses per page, or you may provide an electronic mailing list or provide the actual mailing labels if you prefer. 4. New Item: Please respond to the enclosed memorandum dated December 17, 2010 from Jeanie McConnell, Engineering Program Manager, with additional items that will need to be addressed in order for the Engineering Division to be able to continue with their review of your application. Pursuant to Edmonds Community Development Code (ECDC) 20.02.003.D, you must submit the above information within 90 days. Thus, your application will expire if the requested information is not received by March 16, 2010 (90 days from my initial letter). Additional information is requested from the applicant at this time in order to continue review of the application and provide preliminary approval of the short plat. Please ask the applicant to revise and resubmit plans addressing each of the comments below. Please also note, after receiving preliminary short plat approval from the Planning Division, the applicant will be required to submit a complete set of civil engineering plans to the City Engineering Division for review and approval. 1. Please show the location of existing and proposed underground utility lines, sanitary sewer systems, stormwater systems, water mains and water service lines adjacent to or within the proposed subdivision. 2. In the proposal is to subdivide the property into 4 lots, then it is assumed the existing single-family residence will be demolished. Provide a preliminary drainage plan showing the proposed on -site detention system and point of connection to the City storm system. Provide invert elevations to the extent necessary to confirm discharge to the City storm system is possible. If discharge to the City system is not possible, then an alternate drainage proposal will need to be provided for review and approval. Thank you. City of Edmonds
