Edmonds, WA 98020 Dear Ms. Neal: W December 12, 1979 According to ,the records of ,e,5nohomish County P.U.D. #1, it appears that utility service to the three dwelling units at 23405 and 23409 75th Ave. W. was established in 1947, 1949 and 1956. This would seem to indicate that the three units were in existence prior to annexation into the City of Edmonds in 1961. We have been told by Mr. Rich Connors that utility service to these units has been continuous since the original hookups. If this is the case, and if the units were legally built in the county, the City of Edmonds would consider them pre-existing non -conforming units. As such, normal maintenance and repair may be performed on any of these units provided this does not exceed 25% of the unit's value in any one year. The buildings may not be expanded, however. If any of the units should be damaged or destroyed by fire, they may be rebuilt. If the use of a unit ceases for six months, the unit will lose its non -conforming status and will have to conform to current City regulations. ZSinrely, Duane V. Bowman..
