Dear Mr. Saffold:
The Building and Planning Divisions have reviewed the above building permit application, and it was found
that the following information, corrections, or clarifications will need to be addressed before review can
continue:
City records show this building as a garage with storage on the second floor. We can find no records
of permits allowing the building to be designed or used as a dwelling unit. Thus, all changes made to
the building since original construction must meet current code and be verified as such. As you have
discussed with staff, in order for this space to be permitted as living space, the proposal must comply
with the city's requirements for Accessory Dwelling Units (ADUs) pursuant to Edmonds Community
Development Code (ECDC) Chapter 20.21. These requirements and the ADU review process are
summarized in the enclosed handout (#P1).
2. In order for staff to review your proposal to have an ADU within this space, please submit a complete
land use application for an ADU showing compliance with the code requirements of ECDC 20.21.
Your application must include all associated materials stated in the enclosed handout and the $585
application fee.
3. For the subject building permit application, please resubmit floor plans showing, at a minimum, the
requirements found in pages 4 to 6 of the enclosed handout. In addition to these minimums, other
elements will need to be verified, such as insulation, heating system, plumbing system, electrical, etc.
Be aware that the structural engineer has also indicated the need to verify shear wall nailing and sill
plate attachment of the east wall that is being modified.
4. Note that a complete review of this project is not possible until we receive a complete land use
application and floor plan as stated above. There may be further review comments once we receive the
updated plans.
Please submit your land use application including all associated materials described in Handout #P1 together
with the application fee to a Planner Monday through Friday, between 8:00 am and 3:45 pm. For the subject
building permit application, please submit three copies of your site plan and two copies of any revised building
plan sheets and floor plans to a Development Services Permit Coordinator. If you have any questions, feel free
