Suite A108 Lynnwood, WA 98037 RE: ROW Tree Condition Evaluation and Impact Assessment - Select Homes, 8729 218th St. SW. This report is provided to present my findings of the conditions of and impacts to three trees located within the public right-of-way adjacent to the lot at the address of 8729 218th St. SW, to be developed by Select Homes. The purpose of this report is to address the City of Edmonds requirements for the removal of trees within the public right-of-way. For preparation of this report, I made a visit to the site to review the species, sizes and conditions of the trees and I reviewed the site plan showing the proposed impacts adjacent to these trees that will affect their health. Following are the results of my assessment. The trees are numbered as they are located from the southeast to the northwest. Tree #1 - This tree is shown on the plan as an 8" deciduous tree. It is an apple tree that measures just under 8" dbh, therefore it meets the size threshold to be classified as significant by the City of Edmonds. The tree is in good condition and health and there are no impacts to it that will affect its health or stability. Therefore, this tree is required to be retained. Tree #2 - This tree is located just west of tree #1. It's a large deodar cedar (Cedrus deodara) measuring 38" dbh. It has a very broad crown and encroaches well into the overhead powerlines. At present, some pruning has been done, however, the branches still encroach far into the overhead powerlines. Providing adequate clearance for the branches would require a large number of branches and a considerable amount of the tree's crown. In my opinion, the tree has outgrown its location, is nearing the end of its healthy life, and should be replaced by a smaller, location appropriate trees; I recommend this tree be removed. Tree #3 - This tree is a western red cedar with multiple leaders formed at the base measuring 12, 14 and 16 inches for a total diameter of 42". In terms of the trees condition, the multiple leaders present a considerable concern. Included bark has already formed at the crotches between these leaders. As the leaders continue to grow, the included bark will expand putting pressure on the connections between the leaders. This will result in the failure of one or two leaders and with the new home within target range, will pose a risk to the future home. I recommend this tree be removed. Due to the surrounding utilities and suburban development in the area, I recommend the use of Pacific Sunset Maple (Acer truncatum x A. platanoides 'Warrenred') replacement trees; a typical urban street tree. The Pacific Sunset Maple typically grows to 25 to 30 feet in height with a recommended spacing of 25 to 30 feet. Base on the City's standard replacement recommendations, the removal of tree #2 (38") and #3 (42") would be replaced with 10 trees (5 trees for each tree). However, due to limited frontage and existing utility locations only seven (7) right-of-way street trees is recommended. The attached ROW Tree Removal Mitigation Plan by RAM Engineering, Inc. show the recommend location and spacing for tree replacement. Use of This Report and Limitations. This report is provided to RAM Engineering for the Select Homes Project as a means of reporting on the conditions of the evaluated trees on the project site at 8729 218th St. SW in the City of Edmonds, WA. This report doesn't address any trees other than those evaluated in the field and presented in this report nor does it guarantee against damage caused by the failure of any tree, that retained trees or those not recommended for removal will live long into the future or that no damage will result from removal of these trees. Trees are dynamic and their conditions can change rapidly given changes in environmental factors and site development, therefore these assessments pertain only for those noted on the day of their evaluation. Natural decline and failure of trees is not predictable, therefore, Shoffner Consulting and Tony Shoffner cannot be held liable for retained trees that die or fail prior to or following development of the property.
