S-08-23 Dear Tom - I am in the process of reviewing your proposed short plat at 8723 Main Street. In order to complete my review, however, l will need some additional information: 1. The geotechnical report submitted for this short plat from PanGEO dated March 31, 2008, does not satisfy the report requirements found in ECDC Chapters 23.40 and 23.80. Specifically, Section 23.80.050 identifies what a report must include and Sections 23.80.060 - 070 identify development standards that must be met. ECDC 23.80.070.A.3 and 4 describe alterations to a erosion or landslide hazard area and applicable design standards for such development. Please update the report to ensure it complies with code criteria or peer review will be required. 2. The identified landslide hazard on the eastern and northern edges of the subject parcel requires a buffer as defined in ECDC 23.80.070.A. La which may be reduced per 23.80.070.A. l.b. There is also a 15 -foot setback from the edge of the buffer (23.40.280). These are not indicated on the preliminary plat. Please show the buffer and setback on the preliminary plat as it is described in the updated geotech report. 3. Property line setbacks are not shown on the preliminary plat. Please indicate. The setbacks shown on the Preliminary Site/Drainage Plan are incorrect for Lots 2 and 3. These are considered flag lots and have a 7.5' setback from all property lines. Lot 1 indicates the correct property line setbacks. Please note, the landslide buffer and setback distances may be greater than the underlying zoning setback on each of the lots. 4. Please confirm whether or not over 500 cubic yards of grading will be conducted with the plat improvements. If you have any questions, please contact me at (425) 771-0220.
