Design Review of Exterior Renovations
On behalf of the Planning Division, I have reviewed the proposed exterior renovations to the
existing building located at 23931 Highway 99. The Edmonds Community Development Code
16.60.030 lists the design standards for development within the CG-General Commercial zone.
The majority of the requirements are not applicable, since the applicant is not constructing a new
building, but rather making improvements to the exterior.
However, ECDC 16.60.030D4 is applicable. It states, ‘To ensure that buildings do not display
blank, unattractive walls to the abutting streets or residential properties, walls or portions of
walls abutting streets or visible from residentially zoned properties
shall have architectural treatment applied by incorporating at least four of the following elements
into the design of the facade: (a) Masonry (except for flat concrete block); (b) Concrete or
masonry plinth at the base of the wall; (c) Belt courses of a different texture and color;
(d) Projecting cornice; (e) Projecting metal canopy; (f) Decorative tilework; (g) Trellis
containing planting; (h) Medallions; (i) Artwork or wall graphics; (j) Vertical differentiation;
(k) Lighting fixtures; (l) An architectural element not listed above, as approved, that meets the
intent.
The applicant has demonstrated compliance with ECDC 16.60.030D4, by including the
following design elements: (1) masonry as an accent material, (2) masonry at the base of walls,
(3) belt courses of a different texture and color, (4) projecting cornices, and (5) vertical
differentiation. The proposed design is approved as submitted. Refer to the attached colored
rendering.
The revisions submitted on March 30, 2009, indicated minor alterations to the facades including
removal of the masonry stone work as well as the awnings over the windows on the west and
south elevations. The rectangular towers at the west and east entrances were replaced by a two
parapets as well as an additional awnings over each entrance. Despite the changes, the building
renovations still provide at least of the treatments required by ECDC 16.60.030.D.4. Updated
