ADDENDUM TO EXISTING ENVIRONMENTAL DOCUMENT

Description of current proposal: The City of Edmonds is in the process of developing a 5.56 acre
neighborhood park at the subject site. Approximately 1.5 wooded acres on the northern boundary of the
site will remain intact while the remaining 4 acres will be developed with traditional park elements such as
a baseball field, sports court, playground area, a picnic shelter and associated_ parking_ The original SEPA
determination anticipated demolishing the structures on the site (in permits BLD -2006-1094 and BLD -
2006 -1150 to -1157) as well as 200 cubic yards (cy) of excavation and 1000 cy of fill (topsoil and washed
gravel) for field development. Grading calculations have since been revised in the building permit for the
park (BLD -2008-0452) and are the subject of this addendum„

Addendum: Additional details have become available since the original determination was made regarding
the stormwater component of the project. At the time the original DNS was issued in December 2006-
cubic
006 cubic yards of cut and 1000 cubic yards of fill were projected, but this did not include estimates for a
stormwater infiltration system that was being considered at that time. As the park proiect progressed
through various Rublic meetings. stormwater management in the area was discussed extensively and an
infiltration system included as an optional enhancement of the park development plan to alleviate ongoing
stormwater issues in the area. The infiltration component was included in the Stormwater Comprehensive
Plan and was subsequently funded by the City Council in 2007. The stormwater improvements were then
included in the Master Plan for the park. The grading calculations with building permit BLD -2008-0452
indicate a total volume of excavation of approximately 4,700 cy, 2,700 cy of which would be for the
infiltration component and 1,250 of which would be for the pervious paving areas on the site. The
remaining 750 cubic yards is roughly similar to the original grading estimate (1,200 cy) that did not include
the stormwater improvements.
