A SEPA threshold Mitigated Determination of Nonsignificance, dated July 3, 2007, analyzed the
effects of a proposed 10 -lot plat and Planned Residential Development (PRD) located at 7723
and 7807 220th Street SW, Edmonds. The plat received conditional preliminary approval by the
Hearing Examiner on September 11, 2007; the PRD was remanded to consider changes to lot
coverage and the perimeter design of the development. The purpose of this addendum (WAC
197-11-600(4)(c) and 625) is to:
• Notify interested persons that the applicant has amended the PRD to comply with the
requirements of the Edmonds Community Development Code (ECDC) Chapter 20.35;
and
® The responsible official for this proposal has determined that the amended proposal
does not increase the potential for adverse environmental impact compared to the
original plat/PRD proposal, and does not cause a change in the SEPA threshold

Description of the original proposal
On March 9, 2007, Emerald Pacific Homes (the original proponent) proposed a 10 -lot plat and
planned residential development at the subject site. The Architectural Design Board
recommended conditional approval of the PRD on July 20, 2007. The Hearing Examiner
conducted a public hearing on both the plat and PRD on August 2, 2007. The record was kept
open until August 27 in order to collect additional documentation; the Examiner issued a
decision on September 11, 2007. The decision approved the 10 -lot plat with conditions but
remanded the PRD for additional work on perimeter design and lot coverage. Due to the
economic downturn, the project languished until 2011 when the new proponent took over
development of the property.
Description of the amended proposal
On September 22, 2011, the new proponent submitted materials in support of completing the
plat/PRD project started in 2007. While still a 10 -lot PRD, changes are proposed to the
development in order to comply with the issues remanded by the Hearing Examiner in
September 2007. These include a perimeter design that uses the exterior setbacks of the
underlying RS -8 zone, reducing building footprints to be comply with the maximum structural
35% coverage on individual lots, retaining additional existing trees and providing more
landscaping, and the like.
