DETERMINATION OF SIGNIFICANCE
AND REQUEST FOR COMMENTS ON SCOPE OF EIS
Description of proposal: A contract rezone from Community Business (BC) to General Commercial
(CG and CG2), which would allow for the development of Sunset Landing, a mixed use, transit oriented
development. Sunset Landing is two structures that include two levels of parking wrapped by commercial
spaces which form a "podium" for residential structures above. Each podium provides space for two
residential structures above, the southern one with a total height of 60 feet and a northern one with a
height of 75 feet. (File No.: PLN20090051)

EIS Required: The lead agency has determined that this proposal is likely to have a significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is required pursuant to RCW
43.21.030.(2)(c) and will be prepared. An environmental checklist or other materials indicating likely
environmental impacts can be reviewed at our offices.
The lead agency has identified the following elements of the environment (WAC 197-11-444) for
discussion in the EIS:
1. Natural environment
a. Earth: Geology and soils.
b. Water: Floods
c. Energy and natural resources: Scenic resources
2. Built environment
a. Environmental health: Potential release of toxic or hazardous materials
b. Land and shoreline use: Relationship to existing land use plans and aesthetics
c. Transportation: Transportation systems, vehicular traffic, movement/circulation of people or
goods, traffic hazards.
Phased Review: The City of Edmonds is using a phased review pursuant to WAC 197-11-060(5) for this
proposal. Phase I will provide detail analysis of scenic resource, aesthetics, transportation impacts, and
relationship to existing land use plans with a general discussion of the other identified elements. A
supplemental EIS will be required at the project phase(s) to provide detailed analysis of the identified
elements not covered in detail in Phase I.
Scoping: Agencies, affected tribes and members of the public are invited to comment on the scope of
the EIS. You may comment on alternatives, mitigation measures, probable significant adverse impacts,
and licenses or other approvals that may be required. The method and deadline for giving the city
comments are:
Oral testimony at public scoping meeting. A public scoping meeting will be held on May 3, 2010 at
7 p.m. The meeting will be held in the City of Edmonds Council Chambers located at at 250 5th
Avenue North, Edmonds, WA 98020.
Written Comments (Letters or emails) submitted by May 17, 2010. Please submit written comments
