Description of proposal:
The proposed 232 Street Mixed Use development will consist of three
separate uses: office, retail, and two types of multi-family residential. In greater detail, the project will
include approximately 3,000 square feet of general office space, 7,800 square feet of specialty retail, 21
townhome/condominium units, and 40 apartments. Phase I of this project (“Valhalla Townhomes”) will
feature two stories of living space above a garage level (File No. ADB-2007-36). Phase II of this project
will include office, retail, and apartments. This determination is intended to encompass both phases of
development, which in sum anticipates approximately 4,300 cubic yards of material to be removed from
the site for construction purposes and no fill is proposed (File No. BLD-2007-0640 through 0645).

Lead agency:
CITY OF EDMONDS.
The lead agency has determined that the requirements for environmental analysis and protection have
been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no
significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21.030(2)(c). This decision was made
after review of a completed environmental checklist and other information on file with the lead agency.
This information is available to the public on request.
