Description of proposal: This is an addendum to a project that originally involved work in Perrinville
Creek, modifications to an existing high-flow bypass structure, and relocating a storm drain and outfall to
Perrinville Creek. The project was to remove sediment that has accumulated in the lower portion of
Perrinville Creek, improve fish passage, replace an existing storm drain with a larger pipe and provide
channel improvements to improve fish habitat and resolve flooding of private property.
This project was to occur in two phases. Phase 1, completed in 2010, temporarily addressed the
sedimentation and aggradation to alleviate the short-term flooding risk. Previously, Phase 2 was to be
completed in 2011, and was to address the inadequate storm drain on 8307 Talbot road by installation of
a larger pipe. Phase 2 also included channel improvements to improve fish passage and fish habitat.
Phase I of the project was completed in 2010 (removal of sediment and other material upstream of the
diversion structures and installation of a new weir plate just downstream of the diversion structures).
There have been two changes to Phase II of the project since the previous SEPA determination. 1) The
routing of the stormwater pipe has changed, and 2) the mitigation for the project approved by WDFW will
now take place in a different location, upstream of the storm drainage improvements, rather than between
the BNSF tracks and Talbot Road.
The original MDNS included a condition that the mitigation measures identified in the critical area report
for the project be implemented. Given that the mitigation location has been changed and updated critical
areas report has been prepared, the mitigating measure must update to include this new location and
mitigation project.
Proponent: City of Edmonds
Location of proposal, including street address if any: The storm drainage improvement project will
occur within the City of Edmonds easement at 8229 Talbot Road and in the Talbot Road public right-of-
way. The upstream migration will occur on private property at 18028 761h Ave West.
Original MDNS: This Addendum is the to the original MDNS issued in for the Perrinville Creek project
issued by the City of Edmonds on June 1, 2010.
Lead agency: City of Edmonds
The lead agency has determined that the requirements for environmental analysis and protection have
been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no
significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was
made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available to the public on request.

This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14
