DETERMINATION OF NONSIGNIFICANCE
Description of proposal:
The City has received a "Type III -B" application by the Woodhaven Veterinary Clinic to remove the existing
2379 square foot building that was constructed in 1962 and build a new single story 4956 square foot
building in its place (File No. PLN20100075). The application was submitted on December 1, 2010 and
determined to be complete on December 29. The applicant would be required to also obtain a building
permit for the proposed site improvements. Parking for 25 cars is proposed as well is grading (the
calculation estimate is 600 cubic yards of cut and 200 cubic yards of fill, however this DNS is issued for up
to 1000 cubic yards of cut and 500 cubic yards of fill).

The lead agency has determined that the requirements for environmental analysis and protection have
been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no
significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21.030(2)(c). This decision was made
after review of a completed environmental checklist and other information on file with the lead agency.
This information is available to the public on request.
There is no comment period for this DNS.

Propose of Checklist.
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental
impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with
probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help
you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to
help the agency decide whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this
checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer

The main source of runoff will be rainwater and snow melt frons driveway, roof walkways and other
impervious surfaces onsite. As shown on the site development plans, storniwater discharged will be
collected and routed to an onsite infiltration bed located under the parking/driveway area. The
infiltration bed has been designed to infiltrate the 50 -yr peak design storm runoff of 0.20 cfs (fJjYHM3)
for the proposed developed conditions. A high flow overflow pipe is proposed to be constructed that will
connect the infiltration bed to the adiacent storin pipe and catch basin system along 232nd St SW north
of the site. Runoff flows nal, be rotated to the 232nd St S1V street systein in ertraordinarl, storni events
(st,stem overflow conditions). The overflow discharge would flow easterly along 232nd St SiV to
Edmonds 1Va>>, then northwesteil& along Edmonds Jf'ay ultimately discharging to Puget Sound on the
south side of the City Marina about 2.5 miles downstream of the site.
