Description of proposal: PHASED REVIEW of the Westgate Shell Station site demolition and site remediation.
This is the second and final phase of SEPA review (the first phase analyzed the proposed Key Bank building only).
The site is a 0.44 acre parcel in the Neighborhood Business (BN) zone. The existing buildings will be demolished
(file BLD20120018) and the existing underground storage tanks (USTs) and ancillary equipment from the lot will be
removed. Contaminated soils around the underground storage tanks will be excavated and removed for disposal at
an approved facility. Amount of soil expected to be removed is not expected to exceed 1,000 cubic yards of
petroleum or solvent contaminated soil. Excavation will be backfilled with compacted structural fill. Air monitoring
will be conducted during demolition and excavation. Best Management Practices (BMPs) will be used for erosion
control and water runoff as required by the Engineering Division. Fire District personnel will be on site for the UST
removal. The Washington State Department of Ecology is responsible for oversight, compliance, and
implementation of the Model Toxic Control Act (MTCA). Phase I, Il, and III Environmental Assessments have been
prepared and are available for review. Voluntary Cleanup Program (VCP file NW2485) has been proposed and
accepted by Ecology. This DNS is City of Edmonds file STF20110008.

The lead agency has determined that the requirements for environmental analysis and protection have been
adequately addressed in the development regulations and comprehensive plan adopted under chapter
36.70,4 RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW 43.210.240
and WAC 197-11-158 and/or mitigating measures have been applied that ensure no significant adverse
impacts will be created.
An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after
review of a completed environmental checklist and other information on file with the lead agency. This information is
available to the public on request.
There is no comment period for this DNS.
XX This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from
the date below. Comments must be submitted by February 3, 2012
