A drive-through use is proposed, which requires a conditional use permit in the Community Business Edmonds Way (BC -EW) zone (file PLN20100053). The design of the building and site improvements, including landscaping, will be reviewed by the Architectural Design Board (ADB) under file PLN20100054 and the drive-through use proposed will be reviewed by the Hearing Examiner at a public hearing. The project proposal includes a 4,000 square foot single -story building, a parking lot for 20 cars, three drive-through banking lanes, a retaining wall, landscaping, and associated grading of approximately 2000 cubic yards of cut and 800 cubic yards of fill (with approximately 1200 cubic yards of material to be exported). Environmental reports and proposed plans are available for review at the Planning Division. Owners within 300 feet of the site will be notified of the upcoming conditional use permit public comment period and public hearing. SEPA review is a "Type II" project under Section 20.01.003 ECDC. The design review and conditional use permit review are considered "Type III -B" projects under Section 20.01.003 ECDC.
