Though I have not completed my review at this time, it has come to my attention that a sewer connection is proposed that will necessitate trenching just short of the full width of 2201h St SW. While that in itself is not an issue, it happens that the City's Capital Overlay Project for 2015 includes this stretch of road. The overlay for that section of 220th between 76th Ave W and Highway 99 is scheduled for mid-August. City policy mandates a moratorium on any street cuts for one year after an overlay and requires fees to be paid equal to up to five times the construction cost for the following year. Therefore to avoid conflicts with this policy it is imperative that this sewer connection be completed as soon as possible. The City would like to issue a right of way permit for this work now so you will have time to get a contractor out there to make that connection as soon as possible. Please submit the following to expedite this process: 1. A right of way application (attached). Amend the description of the work to only work in the road. We will need the signature of a bonded licensed contractor on the form in order to issue the permit. The contractor can come in and sign the application when the permit is ready to pick up if you do not have a contractor on board at this time 2. A full traffic control plan using WSDOT standard plans as reference. Include pedestrian traffic control. Construction times allowed at that location will be 8:30 to 2:30. 3. A revised sewer connection plan with the following: a. The full extent of 220th showing striping b. Show all the utilities in 2201h. I have attached a copy of the City GIS map for reference. It would be a good idea to get locates as the plan seems to vary quite a bit from the City information, most notably the storm line running east in the road is missing. The City GIS map has a lot of information including distance measurements of some of the structures from curb etc. There is also invert information, pipe size, material etc. Please include this information on the plan too. The map is located on the City Website at www.edmondswa.gov. Click on Services; Maps & GIS Data; Edmonds Web Map. In the left column you can add layers for the utilities to the map. In the top menu, there is a round blue icon with an "I" in the center, just click on it and then click on any of the structures and it will open up a menu with information on the structure. c. Valves are shown near the northeast corner of the proposed building without clear identification. Please verify the location of the gas main on the plans. d. Show the location of any dry utilities that need to be installed in the road if any. e. Provide approximate inverts for the connection to the sewer main and at the required 6" clean out to be installed at the property line. f. It appears that the sewer and storm are going to be relatively close in elevation. Please note approximate inverts at the crossing to show that there will not be a conflict. 4. Trench compaction, overlay and curb/gutter replacement must be complete prior to overlay. If there are any dry utilities (cable, gas, etc) or any other connections that will have to be made in 2201h for this project, they will need to be completed prior to the overlay as well. At this time there are no submittals from any other service providers for this address in our system. Please contact providers of additional utilities, if any, and ask them to submit an application to my attention now for immediate construction. Please let me know if you have any questions as soon as possible. I cannot express enough how important it is to get this completed. The connection (or connections) will not be allowed once the overlay is complete. Thank you.
