Shoreline Exemption - WSF geotech borings.pdf April 23, 2008 WA State Department of Ecology Environmental Review Section Shorelines Program th 3190 160 Avenue SE Bellevue, WA 98008-5452 Mr. Kojo Fordjour, AICP Environmental & Permitting Manager Terminal Engineering Washington State Ferries rd 2901 3 Avenue, Suite 500 Seattle, WA 98121-3014 Subject: GEOTECHNICAL BORINGS – REQUEST FOR SHORELINE EXEMPTION Dear Mr. Fordjour: The City of Edmonds Planning Division has reviewed your letter dated April 8, 2008, requesting exemption from the requirement to obtain a Shoreline Substantial Development Permit (SDP) for the purposes of performing a series of investigative geotechnical borings in the vicinity of the old Union Oil pier (11720 Unoco Road). As described in the associated Joint Aquatic Resources Permit Application (JARPA) that was also enclosed with your letter, the data obtained from the borings will be used to assess the load-bearing stability of the material where new Edmonds Ferry Terminal structures could be located. An associated site plan indicated the approximate positions of the borings. Upon review of the information provided, the City has concluded that the proposed work is exempt from the need to obtain a Shoreline Substantial Development Permit pursuant to WAC Sections 173-27- 040(2)(m). However, it was noted by Jeanie McConnell, Engineering Program Manager, that a City of Edmonds public water main appears to be located in the vicinity of one or more of the proposed boring sites. As a result, the contractor performing the borings is required to contact the City of Edmonds Public Works Department at 425-771-0235 prior to beginning the geotechnical boring process.
