Subject: UTILITY CASING EXTENSION— REQUEST FOR SHORELINE EXEMPTION
Dear Mr. Fordjour:
The City of Edmonds Planning Division has reviewed your application dated September 19, 2008,
requesting exemption from the requirement to obtain a Shoreline Substantial Development Permit (SDP).
The proposed work involves extending an existing casing which protects underground utilities that serve
the current Edmonds Ferry Terminal. The drawings submitted indicate the existing casing runs
underneath the BNSF right-of-way near Main Street. WSF, as lead agency, determined that SEPA was
not required for the proposed work as it is a maintenance activity of existing utilities. The City of
Edmonds concurs with this finding.
Upon review of the information provided, the City has concluded that the proposed work is exempt from
the need to obtain a Shoreline Substantial Development Permit pursuant to WAC Section 173-27-
040(2)(b). This section of WAC allows normal maintenance and repair of existing structures when the
repair restores the development to a state comparable to original condition and which does not cause
substantial adverse impact to the shoreline environment. The Engineering Division (Attachment 1) did
note that the area in the vicinity of the project site is known to contain various environmental
contaminants and recommends soil remediation and trench dewatering (per ECDC 7.90), as appropriate.
