Subject: EDMONDS HOUSE MOVE PROJECT --- INQUIRY REGARDING SEPA APPLICABILITY

The City of Edmonds Planning Division has reviewed your inquiry as to whether review under the State
Environmental Policy Act (SEPA) is required for your proposal to move a house through the City of
Edmonds (see attached note from Mr. McCord for a description of the upcoming move).
Upon review of the proposal, the City has concluded. that the project is exempt from the requirements of
-SEPA because it is not an "action" defined under WAC Section 197-11-704. The proposal does require a
City house moving permit. However, similar to any other truck moving a heavy load through the city, it is
not considered to be something that is necessarily confined to a specific geographic location, and it is
therefore. not considered to be a "project action" for the purposes of SEPA review. This exemption
assumes that care will be taken during the move using applicable best management practices, and that the
proposal will follow all applicable permit 'requirements.
