B. Introduction
The applicant is proposing to remove four madrona
trees and one fir tree on the Parkview Firs site at
8417-8515 Main Street as seen in the inset photo.
(Attachment 1). While trees on individual lots are
regulated through ECDC 18.45, changes to landscape
plans are subject to design review. The subject
application does not trigger SEPA review because it is
an amendment to an existing plan; therefore, the
proposal may be approved by staff as a Type I
Decision, subject to the requirements of ECDC
20.01.003.
C. Findings and Conclusions
The Parkview Firs site was developed in two
phases as a planned residential development in the
RS -8 zone between the late 1960s and early
1980s. An original landscaping plan for Phase 2
is shown as Attachment 2. Attachment 3 shows
the entire site as it was originally proposed in the
late 1960s (this was not how the site was
ultimately developed — see inset and Attachment

2). The location of the four madronas and one fir to be removed, and their replacements, are
shown on Attachment 3.
Landscaping is reviewed against the requirements of ECDC 20.13 for those common areas of
planned residential developments. The four madronas and fir have become too big for their
locations; the fir roots have lifted pavement (Attachment 4). Attachment 5 is a close-up site
plan of the planter at the entrance to the site which is in agreement with the site plan from
Phase 2 of the development (Attachment 2). A 6'-8' Stewartia pseudocamillia (Japanese
stewartia) is proposed to replace the fir due to the tight location and 6'-8' Acer cercinatum
(vine maple) will replace the four madronas. The proposed changes to the landscaping at the
site meet the intent of the landscaping types listed in ECDC 20.13.
D. Technical Review
This project was reviewed by both the Engineering Division and the Public Works Department.
Engineering stated that all work had to be done from private property or an right-of-way permit
would be required (Attachment 6). The applicant has indicated that all work will be performed
on and from the Park View Firs site (Attachment 1).
E. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the design
review for file number PLN -2010-0005 is APPROVED.

RE: Tree Removal
Dear Madam or Sir:
We have four madrona trees and one fir tree on our property that we would like to have
removed.
The madrona trees are growing at all angles and are unsightly. They drop something all
seasons: leaves, bark, sticky seedpods, and an unidentifiable item. The one madrona
hangs over the east parking lot and the sticky seedpods can damage car paint. Even
though we have weekly cleaning service, our parking lot is a continual mess. We would
like to keep our property in a manicured condition as is correct for our City.
The fir tree (see photos) had been planted in the wrong place, i.e. to close to the corner
of the fence. It's roots are lifting up and damaging the asphalt.
The ownership approved removal of one fir tree and the four madrona trees at the
annual meeting on January 26, 2010 (see copy of minutes).

Edmonds.
The following trees will replace the -five trees that we are proposing removal
of. Four Madrona and one Fir. They are located throughout the property.
None of the trees are on the city Right of Way.

Dear Mr. Clugston:
In response to your letter dated March 4, 2010 1 am enclosing at site plan of the
entrance to Parkview Firs Condominium. That site has an entrance on the east side and
an exit on the west side of the planting area. The madrona tree at the entrance is one
that we hope to have removed. In its place we will plant an acer circinatum (vine
maple).
Also, please find a confirmation from the tree removal company that they will not use
the City right of way for any of their equipment.

The comments provided below are based upon review of the application and documents
submitted for the Parkview Firs Condominium landscape plan amendment. Additional
information is requested from the applicant at this time. Please ask the applicant to respond to
the following.
The site plan submitted does not appear to show the entrance and exit to the site as they
currently exist. Photos of the site indicate there are two separate driveway entrances off Main
Street, separated by a landscape planter. Please revise site plan to accurately show site
configuration. Please confirm that one of the madrona trees subject to removal is located in
the planter area between the two driveway entrances. In addition, please confirm that vehicles
and equipment used to remove this tree will be staged on private property and no work will
take place within the right-of-way.
