Staff design memo_08-0528.pdf MEMORANDUM Date:August 14, 2008 To:Street File From:Mike Clugston, Planner Subject:Staff Design Review for BLD-2008-0528 As part of the City’s review of the above permit, design review was required per ECDC 20.10. Because the installation of the oxygen tank and fencing did not exceed the threshold requiring Architectural Design Board review, the review was completed by staff. This proposal involves the placement of a large concrete pad at the southwest corner of the parcel in a landscaped area adjacent to the existing parking lot at 21911 th 76 Avenue West (see inset). A 19’ tall oxygen tank will be placed on a portion of the pad which will be enclosed by a 6’ security fence (see below). The proposed development meets both setback and height requirements for the CG2 zone, including the 15’ setback from the adjacent R-zoned parcel to the west. With respect to the design criteria in the Comprehensive Plan and in ECDC 16.60.030, the proposal is approved with conditions. For safety reasons, the installation will be surrounded by a 6’ metal chain link fence. In fact, the applicant shall work with the owner of the parcel to the southwest to replace an existing length of wood fence on that property with a non-combustible material. Some recently installed ground cover will be removed to install the concrete pad but the landscaped setback areas will remain intact. Four existing shrubs will be relocated to aid in screening the installation. The installation will not be lit. No signs shall be installed on the fencing or tank other than those required by code for safety purposes.
