INTRODUCTION You are planning to remove four large, mature trees from your property, one which had damaged the foundation of your residence, and one that has damaged a water line. We visited the site and met with you on November 4, 2009. We observed that the front portion of your property is bowl -shaped with steep slopes on all sides. You.have requested that we observe the area and provide recommendations for removing the large trees. Site Conditions The property is a roughly rectangular -shaped lot covering approximately 0.3 acres. The front portion of the site is a bowl -shaped feature and is steeply sloping down to the west towards a flat area next to the residence. It appears that some of the slopes contain fill material from the construction of the existing driveway on the southern side of the area, and the parking pull-out area to the east. The trees are approximately 8 to 36 inches in diameter. The trees that are planned to be removed are: a large cedar tree located at the toe of the slope next to the northeastern corner of the residence, The second is a large cedar located within the fiat area at the toe of the slopes, a fir tree located at the top of the slope, just west of the driveway pullout area, and a hemlock located at the top of slope next to the southeastern comer of the residence_ The geologic units for this area -are shown on the PreliminaV Geologic Map of the Edmonds East and Edmonds `)Vest Quadrangles, Snohomish and King. Counties. Wasbinatgn, by Mackey Smith (USGS, 1975). The site is mapped as Whidbey Formation (Qw) and is described as sand silt and clay. CONCLUSIONS AND RECOM IENDATIONS It is our opinion from a geotechnical standpoint that the planned tree removal is feasible and should not adversely impact the site slopes. We recommend that the stumps remain after the trees are cut. Care should be taken as to not disturb the steep slopes during tree removal. if any areas that are disturbed should be compacted and covered with erosion control material. Disturbed areas should be planted as soon as practical and the vegetation should be maintained until it is established. In general, protection of the slopes should be performed as required by the City of Edmonds. Specifically, we recommend that the top of slope not be disturbed or modified through placement of any fill or removal of the existing vegetation. No material of any kind should he placed on the slope or be allowed to reach the slope, such as excavation spoils, lawn clippings, and other yard waste, trash, and soil stockpiles. Trees should not be cut down or removed from the slope except as described above. Any proposed development within or near the slopes should be the subject of a specific geotcchnical evaluation. Under no circumstances should water be allowed to concentrate on the steep slopes. USE OF THIS LETTER NGA has prepared this report for Mr. Yutian Yao and his agents for use in the planning and budgeting for the tree removal on this site only. A contingency for unanticipated conditions should be included in the budget and schedule. Within the limitations of scope, schedule, and budget, our services have been performed in accordance with generally accepted geotechnical engineering practices in effect in this area at the time this report was prepared. No other warranty, expressed or implied, its trade. Edmonds, WA98020 December 18, 2009 Dear Mr. Clugston, I wish to express in the strongest possible terms my objections to the proposed tree cutting at 18430 Olympic View Drive (File No.: PLN -2009-0054). I am appalled by the steady destruction of our city's environment through the cutting of more and more trees. Our reason for moving to Edmonds in 1961 was the lovely, shady look of Edmonds — the same reason I bought my present home on Olympic View Drive. We have lost, and continue to lose at an alarming rate, a significant portion of our tree cover, with a serious negative effect on our quality of life, the habitat of our birds, and all that these trees do to retain soil, provide shade and purify the air. From my home I frequently enjoy the sight of large birds — eagles? — perching on these trees. The trees are part of their habitat, and their presence is a great pleasure to those of us who live here. We should not be eliminating still more of steadily shrinking amount of remaining habitat. The person proposing to cut these trees is required to replace them. It will take many decades for any replacements to reach the size and maturity of those to be cut. The trees in this area are a valuable part of the view. Removing no less than seven trees would greatly lessen the value of my property and undermine my enjoyment of my home. The trees in question are in a critical area. The City of Edmonds must not permit the continual erosion of our environment by granting special permission to remove these trees. If this is allowed, there is no reason why still more trees may not be removed from other critical areas. Please preserve the integrity of our city, its environment, and its wonderful atmosphere by refusing permission to eliminate still more of the trees that once made Edmonds such an attractive town. //athanie . Reviewing the information shown on the permit web site, I see four trees, not seven, identified for removal, and no indentification of the other work (retaining walls, new trees, etc.) to be done. Is the information on this other work available for our inspection? We also understand that the trees to be removed had to be considered "hazardous". Is this correct? Is there documentation as to these trees (which appear to be quite healthy) being deemed hazardous? We're a bit concerned because we hate to see these big trees removed. We are also concerned that removal of one of the trees would appear to be quite difficult without access to our property, and no such permission has been given (or requested). As part of the permit process, does the City have any requirements in that regard, and any requirements for insurance or a bond in case of damage to our property? Thank you. John Goodman Attachment 17 PLN -2009-0054 1/4/2010 RE: YAO PLN2009005 18430 Olympic View Drive, Edmonds, WA I am writing in response to the proposed approval to permit removal of trees at 18430 Olympic View Drive. In view of the history of the subject property and the proposed plans, I have major concerns that the city addresses the following issues before approval of the permit. 1. These trees and house are on a "critical area" by definition. There is a major storm sewer drain in this precise location that drains into the sound. Review of the city records and lawsuits will reveal that the City of Edmonds paid monies for damages when the subject property was incorrectly developed in the past and neighboring houses were flooded. The city must insure that this issue is properly addressed, as well as a reforestation plan and slope stabilization are in place. The City should also insure that the drainage system is not damaged. 2. A review of the certified arborist's reports, reveal only one of these trees is in poor condition, another close to the house and possibly damaging the foundation. As for the remaining trees, it is unclear that they are a danger, or that removal may be more dangerous in the "critical area". Remedies short of removal are not even offered as alternatives. It must also be acknowledged by the City the arborist's report is not independent, being from the contractor proposing the removal. While it is written by a certified arborist, should it be considered an independent arborist report? 3. Lastly, the history of this property development in recent years reveals: A.) unpermitted excavation of an onsite parking space has already occurred at this site in this very area; B.) "stop work orders" were issued by the city when unpermitted deck extensions were being made and when a swimming pool was removed without a permit; D.) on the OVD side, PUD has recently cut down trees and left the cut up limbs and tree trunks piled in the drainage area's steep slope above an inlet for the sewer. 4. Lastly, the City needs to aware that the public posting is in front of the house on the private driveway, not visible from the street, as I believe is required. It is our expectation, especially in light of the subject property's history, that the City address the issues of this "critical area" with an independent analysis of the conditions of the trees, plans to mitigate the effect on the "critical area" if trees are removed , protect the sewer drain, and assurance that the project is completed as permitted. The site is in an identified critical area and warrants a replacement plan. How can mature trees be replaced? By bft saplings? My major concern is the proximity to Hut Park and an established eagle nesting area. The eagles use the mature trees on Olympic View Dr. to perch while looking for fish. More trees removed more impact on the eagles. Edmonds has lost its mature trees at an alarming rate and at this critical time of climate change and carbon credits our few remaining native trees should surely be regarded as valuable assets to our community.
