D. Project Description
The Church is requesting to remove six dead or dying trees from their property. The
trees, four Madrona, one cherry and one maple, are all in various stages of decay. Five of
the trees are located west of the church and one tree is located east of the church. All six
trees are located within a grove of trees east and west of the existing church.
C. Findings and Conclusions
1. County records show the 8,400 square foot Presbyterian Church was constructed in
1963 on a 1.8 acre property. The property is well landscaped, with the church located
centrally on the property. The church parking lot is located immediately north of the
church with several small outbuildings located to the west and north west of the
church.
2. The Edmonds Presbyterian Church and its associated land was annexed into the city
in October of 1995. Upon annexation the city zoned the property RS -8 (Residential).
The RS -8 zoning district permits churches per Edmonds Community Development
Code (ECDC) 16.20.010.A.2. Although permitted, churches are subject to additional
requirements of ECDC 17.100.020.

Edmonds Community Development Code 17.100.020 states that neighborhood
churches shall be outright permitted uses in all zones subject to the provisions of this
section. By definition, a neighborhood church is a church of 22,000 square feet or
less of gross floor area as opposed to a community church, which is a church of
greater than 22,000 square feet of gross floor area. This section of the city code also
requires neighborhood churches to be reviewed and address the following criteria:
® Site size
® Parking requirements
® Height
® Lighting
® Noise
® Secondary uses
Under the off-street parking requirements the code requires landscaping in
accordance with ECDC 20.13.025. The Edmonds Presbyterian Church is a
neighborhood church as defined by the city code and is a permitted use within the
RS -8 zoning district. However, because it was constructed in the County and
subsequently annexed into the city, review of the church and church property in
accordance with ECDC 17.100.020 has not taken place. The request to remove the
six trees on the property has prompted the review of the property in accordance with
ECDC 17.100.020 with regards to just the landscaping.
4. The City's development code identifies four types of landscaping that apply to non-
residential properties. Based on the existing characteristics of the church and church
property and the limited number of trees being removed, staff is reviewing and
applying the Type II landscaping to the proposed tree removal. Per ECDC
20.13.030.13 Type II landscaping is intended to create a visual separation between
similar uses. The code provides the following visual screen requirements:
1. Evergreen and deciduous trees, with no more than 30 percent being deciduous, a
minimum of six feet in height, and planted at intervals no greater than 20 feet on
center; and
2. Shrubs, a minimum of three and one-half feet in height and other plant materials,
planted so that the ground will be covered within three years.
5. The church is requesting to remove six trees, four Madrona, one cherry and one
maple tree. The application submitted to the City was for the removal of five trees.
During a site visit by staff, the church's representative requested one additional
Madrona tree be added to the application for removal. The Madrona tree is located
next to the Madrona tree listed as Tree 2 — Leaning Madrona on the application.
Based on the site visit by staff and an inspection of the trees by staff and church staff,
all of the trees are either dead or in a state of severe decay. Planning staff did not
request any information from a certified arborist because the trees requested to be
taken down were dead or dying upon visual inspection. In addition, the trees are
relatively smaller in trunk diameter then surrounding trees, shorter in height and all
six trees are located in an existing tree grove. The existing tree groves on the church
property include a mix of evergreen and deciduous trees with trees in excess of 80
feet in height.

6. In accordance with ECDC 20.13.030.13, staff is recommending the six trees removed
be replaced at a 1:1 ratio in accordance with an approved tree plan. The tree plan will
need to comply with the Type 11 landscaping requirements for trees in regards to tree
size, specie type and tree spacing. The replacement trees should be located along
either the northern or southern property boundary in those areas currently devoid of
trees or hedges. Adding trees in one or both of these areas will help to create the
visual separation of the church property and adjoining residential homes intended by
the Type II landscaping. Shrubs are not required due to the limited scope of the
landscape modification requested and the presence of mature tree groves, the majority
of which will remain.
D. Technical Review
The Engineering Division reviewed the application and found no impacts of the proposed
tree removal to adjacent streets or storm water facilities. The Engineering Division did
not recommend any conditions due to the limited scope of the tree removal and no
anticipated impacts to the church property or surrounding properties.
E. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the
design review for file number PLN20150014 is APPROVED with the following
conditions:
1. This approval is valid for one year from the date of approval and only for the removal
of the six trees identified in the application materials and this staff report. Removal
of any other trees requires separate approval.
2. A tree replacement plan shall be submitted to the Edmonds Development Services
Department for review and approval within 1 month of tree removal. The plan shall
include the following:
• Tree location and specie type (Spacing for trees shall be no greater than 20 feet on
center; two of the trees shall be deciduous trees)
• Size, of tree at planting (minimum height of the trees shall be 6 feet)
• Time of planting
3. Trees shall be fell onto private property.
4. Vehicles and equipment shall be located on private property. Should it be necessary
to utilize any portion of the City right-of-way, including the street or sidewalk, to
perform any of this work then the contractor shall apply for and obtain a right-of-way
construction permit in advance of starting work. A traffic control plan will be
required as part of the right-of-way permit application.

G. Appeals
Staff design review is a Type I decision which pursuant to ECDC 20.01.003.13 is subject
to judicial appeal. Type I decisions may be appealed by a party of record with standing
to file a land use petition in Snohomish County superior court. Such petition must be
filed within 21 days after issuance of the decision, as provided in Chapter 36.70C RCW.
