SUBJECT: Edmonds Elementary Playground & Field Project: Continuance on the
application (File Number ADB-2006-75) by the Edmonds School District for the
Edmonds Elementary Playground and Field Project located at 1215 Olympic
Avenue in the Single Family Residential (RS-12) zone.
Background:
Background:
The Edmonds School District has made an application to the City of Edmonds for improvements
to the Edmonds Elementary playground and field. This is a land use application that is reviewed
by the City of Edmonds Planning Division who makes a recommendation to the Architectural
Design Board (ADB). The Architectural Design Board reviews the design of the project and
makes the final decision. If approved, the applicant would later submit a building permit
application for the project, and items such as height and setbacks would be reviewed by staff.
The Planning Division has recommended approval of the proposed playground and field
improvements. On July 12, the Architectural Design Board held a meeting to discuss the
proposed improvements but they have continued the meeting in order to obtain some
clarification on the project and to request that the applicant propose an alternate location for the
outdoor student seating area. The applicant has provided the City with a revised site plan
(Attachment 1), clarification on the proposed improvements (Attachment 2), and has shown an
alternate location for the outdoor student seating area (Attachment 1). Note that the applicant
has removed the walking path from consideration at this time. The ADB will review the new
material and make a final decision on the Edmonds Elementary Playground and Field Project.

The September 6 meeting is a continuation of the July 12 meeting and will address proposed
improvements to the Edmonds Elementary playground and field. Two of the items, the walking
path and the outdoor student seating area (‘amphitheater’) are not part of the current approval.
At this time, the applicant is asking the ADB to approve the following:
Installation of 8 park benches and 3 picnic tables
2 sets of 3 tiered bleachers at the existing baseball field
2 tetherball poles and 1 3-tier hoop
Asphalt for the basketball court area and installation of 4 hoops
Asphalt for sidewalk/safety improvements on-site

For this project, the Architectural Design Board reviews the design of the proposal and makes the final
decision on whether the proposal is consistent with the design review criteria found in ECDC 20.10 and
20.12 and with the City’s Urban Design Guidelines.
Edmonds Elementary is located in the Single-Family Residential (RS-12) zone and is subject to the
requirements of ECDC 16.20 (Single Family Residential) and also ECDC 17.100 (Community Facilities).
For all structures on site, there is a minimum 25 feet Street Setback (from Puget Drive, Olympic Avenue,
Viewland Way, and Puget Way) and a minimum 10 foot Side Setback (from all other property lines).
Regarding setbacks, the Community Facilities Chapter states:

Schools – Setbacks. For purposes of this section, setback distance
shall be measured from any building located upon the school site, except that accessory
buildings and recreation structures (such as storage sheds, utility sheds, equipment
storage sheds, ball field nets or backstops, bleachers, and similar structures) shall comply
with the setback requirements of the underlying zone.
The project remains under the threshold that would require review under the State Environmental Policy
Act (SEPA); therefore, both the City and the applicant have complied with the SEPA requirements for
this project.

Staff recommends that the Architectural Design Board the design of file number
ADB-2006-75 (PLN20060075)
with the following conditions:
1.
Individual elements of this project are required to meet all applicable city codes, specifically as it
relates to the height and setbacks of the baseball backstop and bleachers.
2.
It is the responsibility of the applicant to apply for and obtain all necessary permits.
The board finds that with these conditions, the proposal is consistent with the Comprehensive Plan and
other adopted city policies, and the proposal satisfies the criteria and purposes of ECDC Chapter 20.10 -
ADB Criteria and ECDC Chapter 20.12 – Landscaping, and staff has found the proposal meets the
requirements of the zoning ordinance.
