I.SUMMARY OF PROPOSED ACTION:
The proposal is for the installation of three Swift Bus Rapid Transit Stations along Highway 99 in
Edmonds. Review by the Architectural Design Board (ADB) is not required for this project (due
to the height of the structures, see Exhibit 8 page A5); however, the applicant has requested the
ADB’s approval of their conceptual plans before they go further with their project (Exhibits 3-8).
This is a preliminary concept, and Community Transit has not chosen a contractor yet. Edmonds
stations will have a specific concrete theme that communicates the identity of the Edmonds
waterfront and Exhibit 4 shows the combined “water” and “sealife” concrete theme that was
recently chosen. Exhibit 7 is taken from the applicant’s website and thoroughly explains the
Swift concept.
The following is staff’s analysis of the project.

V.TECHNICAL COMMITTEE:
This application was reviewed and evaluated by the
City’s Fire Department, Engineering Division, Parks and
Recreation Department, and the Public Works Department. There are no outstanding issues with
these departments related to the proposed conceptual design of the stations.
VI.NATURAL ENVIRONMENT:
1.Topography: Flat.
2.Soils: According to the Soil Survey of Snohomish County Area, Washington, these sites
(Map Unit Symbol 5) and
consist of
possibly some (Map Unit Symbol 6).
3.Critical Areas: There are no critical areas on or adjacent to these properties (files CRA-
1998-0076, CRA-2007-0033, and CRA-2007-0158). The Applicant and the City have
complied with the requirements of ECDC 23.40.
4.Wildlife: Not applicable.
5.Vegetation:Not applicable or typical of a developed commercial property.
VII.NEIGHBORHOOD CHARACTERISTICS:
All of the properties are located in either the CG or CG2 zones along Highway 99. The
neighborhoods surrounding each site is made up of the most intense commercial uses located in
Edmonds.

VIII.COMPREHENSIVE PLAN:
The Comprehensive Plan designation for this site is An excerpt of a
policy to achieve goals of the City of Edmonds Comprehensive Plan related to this project are
shown below:
IX.PUBLIC CONCERNS:
To date, no public comments have been received.
X.APPLICABLE CODES:
1.
A.The three sites are located in either the CG or CG2 zone along Highway 99.
B.ECDC 16.60.030 states: “Design review by the architectural design board is required for
any project that includes buildings exceeding 60 feet in height in the CG zone or 75 feet
in the CG2 zone. Projects not exceeding these height limits may be reviewed by staff as
a staff decision.”
C.The applicant will prove that all development standards are met through the building
permit process.

A.Design review by the ADB is not applicable for this project (due to the height of the
structures – the tallest element, the “iconic marker,” is 18’8” as shown on Exhibit 8 sheet
A5 – the maximum height in the CG/CG2 is 60’/75’).
B.The applicant has requested that the ADB’s review and approve the general conceptual
design of the BRT stations.
C.ECDC 20.12.030.B.2 requires staff to review the proposal and find that the project meets
the zoning ordinance and design guidelines – this detailed review will be done with the
building permit, as required by administrative design review.
XI.RECOMMENDATIONS:
Based on the analysis and attachments to this report, staff recommends APPROVAL of the
conceptual design of the project with the following conditions:
1.The applicant must apply for and obtain necessary building permits.
2.This application is subject to the applicable requirements in the Edmonds Community
Development Code. It is the responsibility of the applicant to ensure compliance with the
various provisions contained in these ordinances.
