On the site sits the redeveloped Old Mill th Town building on the southeast corner of 5 Avenue South and Dayton Street. Project Proposal: Project Proposal: This proposal is described as “Phase II” of the Old Mill Town project. The project calls for the addition of a partial third floor for the Old Mill Town building at Fifth and Dayton consisting of three residential units comprising approximately 11,500 square feet as well as landscaping and an outdoor sitting area. The three existing storefronts to the east of the main building on Dayton Street will also be renovated. The first phase of Old Mill Town was reviewed and approved by the Architectural Design Board earlier in 2007 (ADB20070002). Phase I consisted of ground-floor retail space and second floor office space. That portion of the project has received building permits and is currently being renovated. Pursuant to ECDC 17.50.010.C.1, three parking spaces are required for the three residential units. ADBProcess: ADBProcess: The subject site is in the Downtown Retail Core (BD1) zone. Because the project triggers the SEPA threshold, it requires District-Based Design Review consisting of the two-phase public hearing process before the Architectural Design Board (ECDC 20.12 – Attachment 3). The October 3 meeting initiates Phase I of the two-part review process. In Phase I, the applicant presents Page 1 of 2 a conceptual design of the project. The ADB will make factual findings regarding the particular characteristics of the property and will prioritize the design guideline checklist (Attachment 5) based upon these facts, the provisions of the City’s design guideline elements of the Comprehensive Plan, and the Edmonds Community Development Code. Following public testimony and establishment of the design guideline checklist, the public hearing shall be continued to a future specified date. The applicant will take the comments received at the Phase I hearing and design or redesign the initial conceptual plan to address the input of the public and the ADB by complying with the prioritized design guideline checklist criteria. Once completed, the applicant will be submit the updated design to the City where staff will review the proposal and schedule the project for final review (Phase II). Also, staff will issue a State Environmental Policy Act (SEPA) Determination prior to Phase II of the public hearing. The Architectural Design Board reviews the final design of the project and at the conclusion of Phase II of the public hearing, makes the final decision. If/when approved, the applicant would later submit a building permit application for the project, and development standards (such as height and setbacks) would be reviewed by staff.
