RE: STF20150034 - Determination on the application of ECDC 16.20.040.A (average front
setbacks) to new homes at 1020 & 1024 Bell Street (BLD20151266 & BLD20151267)
Dear Mr. Gaenz,
This staff decision is in response to the building permit submittals received September 29, 2015,
which request the ability to use the average front setback exception in ECDC 16.20.040.A on the
parcels at 1020 & 1024 Bell Street. The parcels are zoned RS -6 and have a regular required
street setback of 20' from the respective north property lines.
In accordance with ECDC 16.20.040.A, a survey from a land surveyor registered in the state of
Washington was submitted. It shows the street property line along the south side of Bell Street
along with each of the four existing residential buildings on the subject parcels. The survey and
a summary worksheet show the setbacks of each of the four houses on the south side of Bell
and a calculated average front setback of 12.475'. Based on this information, the street setback
for the lots at 1020 & 1024 Bell Street is reduced from 20' to 12.475'.
This determination runs with the land and any setback exceptions available in the code
applicable to the RS -6 zone may be used together with the reduced setback.
