Subject: Hazard Tree Removal (STF20160013)
Dear Mr. Ogle,
The City of Edmonds received a request from you regarding the removal of a large Alder tree
along the bank of a creek on your property. This letter is in response to that request.
The creek on the western portion of your property, Shellabarger Creek, is considered to be a
critical area pursuant to Edmonds Community Development Code (ECDC) Chapters 23.40 and
23.90. Generally, the removal of trees or vegetation within a critical area or critical area buffer is
not an allowed activity unless it involves the removal of invasive species or hazard trees,
pursuant to ECDC 23.40.220.C.7.
As part of your request you submitted pictures of the large Alder tree which clearly had trunk rot.
You also submitted a letter from your neighbors to the west at 11317 th Avenue South, who
requested that the tree be removed because it was leaning and in danger of falling into their
backyard. Based on the submitted information, it is clear that the damaged tree was a candidate
for removal which is considered to be an allowed activity relative to the critical areas code
referenced above and no further critical area reports are required.
According to ECDC 23.40.220.C.7.b hazardous trees or vegetation removed from critical areas
as an allowed activity must be replaced. The city code requires two replacement trees that are
native and indigenous to the site and a minimum of one inch in diameter at breast height (dbh)
for deciduous trees and a minimum of six feet in height for evergreen trees as measured from the
top of the root ball to be planted within a year of removing the Alder tree. Once you have
planted the trees please contact this department.

To Whom it may Concern;
On May 14, 2016, an alder tree was professionally removed from our neighbor's property
located at 1122 B Ave S, Edmonds, WA 98020. The tree was dead in the center and had
attempted to regrow from the outer bands.
This outer growth was angled in such a way that the branches were weighted heavy over
our property and the entire tree was unstable. The tree posed a significant risk to children
and others using our yard.
We completely support the removal of this tree and appreciate our neighbor's concern for
our family's safety.
