During review of the subject submittal it was found that the following information,
corrections, or clarifications will need to be addressed:
1.
In the Stormwater Site Plan section VIII. OTHER PERMITS item 1. NPDES from DOE is
mentioned. However the City is required to mention that any construction activity on a site
larger that one acre may require a DOE Stormwater General Construction Permit Notice of
Intent (NOI). As part of the City of Edmonds NPDES (National Pollutant Discharge
Elimination System) Phase II Permit we are required to notify applicants of the need to get a
construction NOI. The NOI is a DOE requirement and any questions regarding it should be
directed to them. Here is the link to the DOE's NOI website

information on the NOI, the application form, and contact information.
2.
The Temporary Erosion and Sediment Control Pond shall be sized per the 1992 DOE or
equivalent King County SWM manual. Show all calculations.
3.
The rain fall distribution per the City of Edmonds codes is 2-yr, 24-hr storm ---- 1.5 inches;
10-yr, 24-hr storm ---- 2.0 inches; and 100-yr, 24-hr storm ---- 3.0 inches. The Storm
Drainage Report used 2.2 inches for the 10-yr storm and 3.5 inches for the 100-yr storm. The
analysis and design can use the higher rainfall totals if desired, the intent is to make you
aware that you exceeded the Citys requirements regarding the rainfall data.

This site may also require an Industrial permit depending on the type of retail activities
Industrial Stormwater General Permit -
located at the site. Industrial Stormwater
General Permits (ISGP) shall be obtained from the Washington State Department of Ecology
(DOE) if the industrial facility has industrial activities that correspond with specific Standard
Industrial Classification (SIC) codes (click here for a list of industrial activities that require a
stormwater permit) or, if there is discharge of stormwater from industrial areas to a receiving
water of the State, or to storm drains that discharge to a receiving water. Regardless of the
SIC code, some industries may be required to seek permit coverage for areas of the industrial
site that have a potential or are causing an impact to receiving waters. No permit is required
if treating and retaining all stormwater on site (i.e., discharge to ground). Further
