Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the itemsbelow to an Engineering Technician. City of Edmonds handouts and standard details can be referenced on the City website under Permit Assistance. GENERAL 1.Please provide an itemized engineers cost estimate, including units and unit prices, for both on- site and off-site (right-of-way) improvements, including all utilities, traffic control, NGPA fencing and restoration/enhancement plantings. Please use the King County Site Improvement Bond Quantity Worksheet and utilize the “write-in” sections where appropriate. A bond is required to be placed for all erosion control measures, right-of-way and stormwater management improvements. Posting a bond for stormwater systems applies to subdivisions that involve 7,000 square feet or more of land disturbing activity and as well as on projects in a critical area or buffer including ESLHA. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City. If you intend to post a bond in order to record the subdivision, the bond amount will be based on the entire scope of the project. Inspection fees for this project will be calculated at 3.3% of the 120% City approved estimate for all improvements. 2.Please add a general note to the plans that states: “Approval of these plans does not constitute approval of the single family residences and associated setbacks. A separate building permit is required for review and approval of the single family residences. 3.Please add a demolition note to the plans that states “Separate demolition permits are required for the demolition of structures”. 4.Please add a note to plans stating “A separate right-of-way construction permit is required for all work within the city right-of-way. A ROW permit application with contractor’s signature shall be provided to the city.” 5.Please add a note to the plans that states the restoration of existing striping will be completed, prior to project completion, as needed. 6.Please label the sewer easementas proposed. 7.Please label Lot 1 and Lot 2. 8.Please revise all plan sheets to be consistent with any changes made. TRAFFIC CONTROL 1.If traffic is to be impacted, please provide a traffic control plan. Sheet 1 of 4 –COVER SHEET General 1.Please add the following to the Utilities information: a.Storm –City of Edmonds b.Fire –Fire District One 2.Please remove the grading calculations and place them on Sheet 3. Sheet 2 of 4 –Existing Conditions No Comment Sheet 3 of 4 –TESC PLAN 1.Revise the title to say ‘TESC and Grading Plan’. 2.Please show the grading calculations on this plan. 3.Pleaselabel what portions of the frontage is to be demolished and/or removed and replaced. 4.If tree protection measuresare needed, please show the protection measures on this plan. Where trees are to be maintained barrier fencingshall be placed at the drip line of the tree in order to protect the root system. 5.Please add a note that filter socks will be added to the downstream catch basin per Edmonds Standard Detail E1.3, as needed. 6.Please referencethe Edmonds Standard DetailE1.1,for the Silt Fence. General Notes 1.Please revise #1 ‘…2010 WSDOT/APWA Standard…’ to ‘…2014 WSDOT/APWA Standard…’. Page 2of 3 Sheet 4of 4–DRAINAGE AND UTILITY PLAN 1.Please remove the storm system from the plans.The storm system will be reviewed under a separate building permit for the single family residence. 2.Please revise the note (drainage note),‘Therefore, nostorm water facilitiesor drainage report is required.’to state the following, ‘Therefore, no stormwater facilities or drainage report is required at this time.’ 3.Please remove the last line of the note (drainage note) –Approved for construction. 4.Per the plans, thereviseddriveway (shared access road) redirects thesurface water runoff to the north. Please show how erosion of the area will be prevented. a.Please note that when Lot 2 is redeveloped, the stormwater system will have to be designed for all water collected from impervious surfaces regardless ofwhether the impervious surface is on Lot 1or Lot 2. Therefore, how the access road is sloped should be considered. 5.Please label the sewer stub, for the wet lot, and callout the invert elevations (not top of pipe elevations). 6.It is unclear which water services are proposed or existing. Please clearly label the plans. 7.Show the location of all the dry utilities (i.e. gas, cable, phone, power, etc.) and show that a minimum of 3’ separation between the dry utilities and water, sewer, and storm will be maintained. 8.Please add a note that all utilities shall be underground. 9.Please note that rockeries are prohibited within the right-of-way. Please showthe rockery as to be removed or removed andreplaced with a retaining wall. 10.If the existing wallon the north side of the drivewayis to remain, an encroachment permit will be required for review and approval. Please note that an encroachment permit cannot be obtained for a rockery. 11.Show the frontage improvements to be constructed with the subdivision, if there is any. 12.Please show thetrench and sidewalk patch for the water service line. Although the City will install the service the final restorationis to be completed by the owner/contractor.
