The following briefly reiterates the review comments contained in our April 18, 2014 technical
memorandum and states how our review comments were addressed in the most recent resubmittal.
Review Comment: A tree cutting/land clearing plan, or a letter or a report stamped by an appropriate
licensed design professional, with sufficient information or data to demonstrate why this item is
inapplicable.
Response: Tree cutting is not proposed as part of this project, and as a result, a tree cutting/land clearing
plan is not required. This was confirmed by Leif Bjorback in an email to Landau Associates dated
August 6, 2014.
Review Comment: An affidavit to verify and document that a notice of permit submittal application has
been posted conspicuously at the subject property in accordance with ECDC 20.03.002. The affidavit
should be notarized.
Response: A notarized affidavit was included in the most recent resubmittal.

Review comment: The geotechnical report should be revised or a supplementary letter submitted that
provides anticipated tip elevations/depths for the proposed 4-inch diameter pipe piles based on the
recommended pile driving criteria.
Response: The most recent resubmittal includes a supplementary letter from Geo Group Northwest, Inc.
that provides an anticipated pile depth for the proposed pipe piles based on the recommended pile driving
criteria.
Review Comment: The anticipated pile tip elevations should be compared to the depths of the borings
conducted for this project to determine if the depths of the borings satisfy the minimum depth
requirement.
Response: The most recent resubmittal includes a supplementary letter from Geo Group Northwest, Inc.
that confirms the depths of their borings meet the minimum borehole depth requirement when compared
to the anticipated pile length.
Review Comment: An addition to the civil plans should include fill/soil stockpile limitation provisions in
accordance with ECDC 19.10.030.
Response: The civil plans were revised to include fill/soil stockpile limitation provisions in accordance
with ECDC 19.10.030.
Review Comment: The civil plans should be revised to reflect such provisions, including specific
location(s) for stockpiling, height restrictions on stockpiles, and guidelines for protection and
maintenance of stockpiled fill/soil.

Review Comment: We also recommend that the civil plans include notes that explain the ECDC

summer months in accordance with the recommendations contained in the project geotechnical report.

This technical memorandum has been prepared for use by the City of Edmonds in evaluating the
adequacy of permit submittal documents related to the proposed Saunders single family residence at

15911 74 Place West. The focus of this review was the geotechnical aspects of the resubmitted
application. The purpose of the review was to assess the adequacy of the application documents for
compliance with City requirements contained in ECDC Chapters 19.10 and 23.80 and conformance with
conventionally accepted geotechnical engineering practices. This supplemental geotechnical peer review
