During review of the subject submittal it was found that the following information,
corrections, or clarifications will need to be addressed:
Any construction activity on a site larger that one acre requires a DOE Construction

Notice of Intent (NOI). As part of the City of Edmonds NPDES (National Pollutant
Discharge Elimination System) Phase II Permit we are required to notify applicants of
the need to get a construction NOI. The NOI is a DOE requirement and any
questions regarding it should be directed to them. Here is the link to the DOE's NOI

The website has information on the NOI, the application form, and contact
information.

The rain fall distribution per the City of Edmonds codes is 2-yr, 24-hr storm --
-- 1.5 inches; 10-yr, 24-hr storm ---- 2.0 inches; and 100-yr, 24-hr storm ----
3.0 inches. The Storm Drainage Report used 2.5 inches for the 10-yr storm
and 3.5 inches for the 100-yr storm. The analysis can continue to use those
rainfall totals, the intent was to make you aware that you exceeded the Citys
requirements regarding the rainfall data.

There is no hydrograph 16 in the report for the Sediment Trap Area. Show
hydrographs if the sediment trap will be used.
4.
Infiltration testing needs to be done in the field, at the appropriate depth and
the location of the rain garden and infiltration facility, before the civil plans
will be approved. The infiltration testing should be done by a qualified
Geotechnical Engineer or PE. An infiltration test report should be completed
with the appropriate information to include; the location of any tests, testing
procedures used, and infiltration rates. The infiltration site for this
development would likely require multiple test locations. I have attached a
handout of one acceptable testing and sizing method. We also accept the 1992
DOE Stormwater manual methods as well.
Please resubmit three copies of the revised plans/documents to a Development
