The Swedish Edmonds Medical Center is proposing to construct a 363 stall, 3- story Parking Structure on
their campus. The structure will be located in the middle of their existing south parking lot, completely
within Parcel 00580700003000. The parcel is located in NW 1/4 of Section 29, Range 4E and Township
27N.
A neighborhood meeting is currently being scheduled to present the proposed parking structure to
adjacent property owners and interested parties. Notes from the meeting will be provided to the city
for the record.
The structure has a footprint of approximately 38,324 square feet. The total structure is 108,732 square
feet. The structure and site improvements will displace 226 existing parking stalls. With new surface
parking and the proposed parking structure, there will be a net increase of 187 parking stalls.
The hospital facilities are a permitted primary use according to the Edmonds Community Development
Code (ECDC) 16.62.010 and parking structures are mentioned in the Stevens Memorial Master Plan,
which is an adopted element of the City's Comprehensive Plan.
The current zoning of the subject property is Medical Use (MU) and subject to the requirements of
ECDC 16.62 as well as the Stevens Memorial Master Plan. Site development standards for MU zoned
property are outlined in ECDC 16.45.020.
Critical Area Determinations for the subject site were conducted under CRA19920176 and
CRA20110052, both of which indicated there are no critical areas on or adjacent to the site. State

Environmental Policy Act (SEPA) review is required for the project because the proposed Parking
Structure is more than 4,000 square feet and will provide more than 20 parking spaces. The SEPA
Checklist is attached with this proposal.
A list of responses of how the proposed development meets the "Design Objectives for Site Design" as
described in the Comprehensive Plan is attached. As a parking structure, many of the objectives are not
applicable and have been noted as such.
Due to the future development of the Ambulatory Care Center, the Swedish Edmonds Medical Center
has requested that the proposed Parking Structure be completed/occupied in April 2014. This is a very
aggressive schedule and we appreciate your willingness to meet with us and assist with the Design
Review submittal.
