Dear Mr. Thiemens,
The City received a complaint regarding salvage, junk and junk vehicles unenclosed at the subject property. You may
not have been aware of City regulations regarding nuisance items and junk vehicles.
The subject property was inspected on February 21, 2007. At that time there were junk vehicles, salvage and other
nuisance items outside at the property. The Edmonds Community Development Code (ECDC) addresses nuisances as
follows:
Nuisance section ECDC 20.110.030. No person owning, leasing, renting, occupying or having charge or possession
of any property in the city, including vacant lots, shall maintain or allow to be maintained on any such property, except
as may be allowed by any other city ordinance any of the following:
A. Junk, trash, litter, boxes, discarded lumber, salvage materials in front yard, side yard, rear yard or vacant lot;
B. Attractive nuisances dangerous to children including but not limited to the following items when located in any front
yard, side yard, rear yard or vacant lot:
F. Vehicle parts or other articles of personal property which are discarded or left in a state of partial construction or
repair in any front yard, side yard, rear yard or vacant lot;
H. One or more junk vehicles or abandoned vehicles in any front, rear or side yard setback areas, driveways, or vacant
lots;
“Junk vehicles” are defined in ECDC 20.110.20.C as a vehicle meeting any two of the following requirements: (bold
and underline added)
1. Is three years or older;
2. Is extensively damaged, such damage including but not limited to any of the following: a broken or missing
window or windshield or missing wheels, tires, motor, drive train, brakes or transmission;
3. Is apparently inoperable;
4. Is without valid current registration plates;
5. Has a fair market value equal to the value of the scrap in it.
Corrective actions required:
Please contact me at your earliest convenience by February 28, 2007 to review the following compliance
dates.
Remove or enclose* the salvage, junk and debris in a building by March 10, 2007.

Remove or enclose* the junk vehicles or demonstrate that the vehicles are operable (through an

inspection) by March 18, 2007.
* Please note that a tarp or plastic constructed tent is not considered enclosed.
