S-08-24 Dear Paul: I wanted to touch base regarding your short plat application. In order to complete my review, I will need some additional information: 1. The Engineering Division provided preliminary comments in a letter dated May 7, 2008 (enclosed). They would like you to show the proposed driveway location on the preliminary plat in addition to the grading plan. Also, please show the correct property line setbacks for Lot 2 on the preliminary plat— 25' street, 7.5' sides and 15' rear. 2. The City of Lynnwood has reviewed your application and given tentative approval for a driveway cut onto Olympic View Drive. Because you do not intend to develop the new parcel, any subdivision approval would be conditioned on satisfying the City of Lynnwood's requirements as well as the City of Edmonds. 3. Mr. Bruce's letter of March 6, 2008 does not indicate how his geotechnical report of October 8, 2001 satisfies the current critical area requirements for a geotechnical report found in ECDC Chapter 23.80. Specifically, Section 23.80.050 identifies what a report must include and Sections 23.80.060 - 070 identify development standards that must be met. ECDC 23.80,070.A.3 and 4 describes alterations to a erosion or landslide hazard area and applicable design standards for such development. Please have Mr. Bruce specifically indicate how the October 8, 2001 report satisfies current critical areas code or peer review of the 2001 report will be required to ensure its compliance. 4. The identified landslide hazard on the parcel requires a buffer as defined in ECDC 23.80.070.A. La which may be reduced per 23.80.070.A. Lb. There is also a 15 -foot setback from the edge of the buffer (23.40.280). These are not indicated on the preliminary plat. Please show the buffer and setback on the preliminary plat as it is described in the updated geotech report. 1f you have any questions, please contact me at (425) 771-0220.
