The project site is located at 8401 Main Street in Edmonds, Washington as shown in Figure 1. The project would generally maintain the same building structure while constructing internal tenant improvements. The previous health and fitness club occupied 16,302 square feet of the building will be replaced by a veterinary clinic occupying 9,967 square feet. The remaining 6,335 square feet that is owned by the veterinary clinic is planned for later improvement and will remain vacant until a later date. No changes will be made to the site plan or access driveways located on Main Street and 84th Avenue SW. Figure 1. Site Vicinity Trip Generation Based on trip generation rates found in Institute of Transportation Engineer's Trip Generation Manual (9th Edition), Table 1 summarizes the trip generation for the proposed and existing land use. Detailed trip generation calculations are provided in Attachment A. Note that Trip Generation does not provide a daily trip generation for the Veterinary Clinic land use. Daily trips for this use were estimated by factoring daily and weekday PM peak hour trip rates for the Medical -Dental Office land use,' as the medical office land use provides services similar to the proposed veterinary clinic (human vs. animal). Daily trips generated estimated by factoring weekday PM peak hour and weekday daily trip generation rates for the Medical -Dental Office (LU#720). As shown in the table, the proposed 9,967 square feet of veterinary clinic is forecast to generate 480 weekday daily trips, with 41 during the AM peak hour and 47 during the PM peak hour. When taking credit for the vacation of all 16,302 square feet of the health/fitness club, the clinic is forecast to decrease vehicle trips by -60 net new daily trips, increase AM peak hour trips by 18 net new trips, and decrease PM peak hour trips by -11 vehicles. Impact Fee Impact fee calculations were based on information found in the City of Edmonds Traffic Impact Analysis Requirements and 2009 Impact Fee Rate Table. The impact fee rate for the veterinary clinic is based on the weekday PM peak hour trip generation rates published in Trip Generation and the Trip Length Factor for the Medical Office land use in the impact fee table as it provides medical services similar to the proposed veterinary clinic. Table 2 summarizes the calculated impact fee rate for the proposed veterinary clinic and also provides information for the existing Health/Fitness Club use. Table 2. As shown in the table, after adjusting for the new trip percentage factors and trip length factors, the impact fee for the veterinary clinic is calculated to be $5.21 per square foot while the Health Club fee rate is provided in the City's fee table at $2.78 per square foot. Based on the planned tenant improvements of 9,788 square feet, the veterinary clinic traffic impact fee is estimated to be $51,928.07 while the existing 16,302 square feet of Health Club fee is estimated at $45,319.56. With credit for the existing use, the estimated fee for the proposed project is $6,608.51.
