Project Site Access
Access to the project site is provided by a single access driveway which will access the public
alley on the west side of the project site between 5th and 4a Avenues. The access driveway will
have unobstructed sight distance visibility in either direction of the alleyway and would rnect
City of Edmonds access requirements.

The development is obligated to pay their fair shave of mitigation costs towards the City of
Edmonds transportation improvement projects as required by the City's transportation impact fee
guidelines and code requirements.
The, City of Edmonds' Transportation Impact Fee is mandated by their Edmonds Municipal Code
Chapter 18.82 for transportation improvements, and is based on the square footage and land use
type of the proposed devolopment and the cost per trip designated for the laird use type. Since
the City's TIF list does not include a specific fee rate for ardinal hospitals, the default unit cost
for Medical Office --- lTE Land Use Code 720 is $3.91 per square foot. The proposed animal

hospital includes a total usable; floor area 4,926 square feet. Table 2 summarizes the resulting;
traffic impact fee mitigation required for the proposed project.

Thus, in accordance with the City of Edmonds traffic impact fee guidelines, the Fifth Avenue
Animal Hospital developiaaent project is obligated to contribute a total traffic mitigation fee of
$18,768.06 for City transportation improvement plans and projects. The City of Edmonds
Traffic Irnpact Analysis Worksheet (E82) has also been prepared and is attached to this report as
required.
We trust that the trip generation and traffic impact fee analysis conducted above for the proposed
Fifth Avenue Animal hospital development project provides you with the information necessary
to review and approve this development. This study was prepared by a licensed Professional

7. MITIGATION RECOMMENDATIONS
State recommended measures and fees required to mitigate project specific traffic impacts, Traffic
impact fee shall be calculated from the Edmonds Load Impact Fee Rate Study Table 4 (attached)
and as identified in ECDC 18.82.120, except as otherwise provided for independent fee calculations
in ECDC 18.82.130.
