7. MITIGATION RECOMMENDATIONS
State recommended measures and fees required to mitigate project specific traffic impacts. Traffic
invpact fee shall be calculated from the Edmonds Road Impact Fee Rate Study Table 4 (attached)
and as identified in FCDC 18.82.120, except as otherwise proyided for independent fee calculations
in FCDC 1.8.82.130.

previous use was permitted prior to the adoption of Ordinance 3516 (effective date: 09/12104),

This traffic evaluation memo has been prepared to address the proposed O'Reilly Auto Parts site development
access points. The memo is intended to supplement the City of Edmonds Traffic Impact Analysis Worksheet. The
site is located on the southeast corner of Highway 99 and 230`' St SW in the easterly boundary of the City of
Edmonds. The project proposes to create two access points for the nearly one acre site. One access will be on
Highway 99 along the westerly boundary of the site in the location of an existing driveway cut access, and the other
on 230`t' St SW along the northerly boundary of the site.
Hightivay 99 Access: The westerly access to Highway 99 is an existing access point approximately 180 feet south of
230 St SW, Currently landscape vegetation impairs sight distance. If vegetation was trimmed the available sight
distance at the Highway 99 access point would be well over 500 feet in both the south and north direction,
230"' S1 SW Access: The northerly proposed site access is a new access located on 230"' St SW (posted 25 mph).
The proposed centerline of the access is approximately 70 feet east of the easterly curb -line of Highway 99. The
proposed access point is located so that the access aligns with an existing access point to a strip retail center on the
north side of 230'h St SW. Aligning the two access points will reduce the chance of conflicting entering or exiting
movements and is ideal. Once the northerly site access point is constructed and the existing vegetation is removed
there will be clear sight distance to Highway 99 and beyond to the west leg of Sight distance to Highway 99 and
230`h St SW, and sufficient length of sight distance is available to the east all the way to 76`h Ave W, about 560 feet
to the east.
Conclusion: Upon installation and removal of existing vegetation the proposed access points of the site will have
adequate sight distance. Attached is a site development plan and photos of the available sight distance at both the
Highway 99 and 2301h St SW access points.
