The City of Edmonds has received your application for cutting down and replacing three
trees at the Klahaya Swim & Tennis Club. When you came into the counter on February
6, 2009, I said if there was an existing landscape for the Klahaya Club we would be able
to amend the landscape plan. I requested files from archive to see if a landscape plan
existed, and just got the files from archive on February 18, 2009. In the mean time you
submitted the application referenced above. There was not a landscape plan in the files
requested from archive, nor does there appear to be an existing landscape plan for the
Klahaya Club.
Since there is no existing landscape plan and the Klahaya Club property is zoned RS -8
which is capable of being divided into more than one additional lot, the Klahaya Club has
three options for addressing the trees in question.
1. The Klahaya Club can submit for a tree cutting permit, which consists of a
Conditional Use Permit ($570) and State Environmental Policy Act review
($485). The fees paid for the all ready submitted application may be applied
towards the tree cutting permit. See the enclosed handouts regarding the tree
cutting permit application requirements.
2. The Klahaya Club may also choose to consult with an arborist and conduct a
pruning and/or crown thinning of the trees, thus reducing the risk of branches
dropping from the trees. This would be considered routine landscape
maintenance and would not require a tree cutting permit pursuant to ECDC
18.45.030.C.
3. You mentioned the Klahaya Club considered these trees hazardous trees. Hazard
trees may also be removed without a tree cutting permit pursuant to ECDC
18.45.030.F. However, the Klahaya Club must provide documentation that the

trees are indeed hazard trees and the trees must be replaced. This option would
require the Klahaya Club to submit a report from an ISA- or ASCA-certified
arborist or registered landscape architect that documents the hazard and provides
a schedule for the replacement trees.
Additionally, while you may be the applicant or contact person for the permitting
process, the property owner must sign any application or request to remove the trees from
the Klahaya Club property. The Klahaya Swim & Tennis Club is listed as the owner of
the property. Therefore, the president or owner of the club must sign any application or
request to remove the trees from the Klahaya Club property.
