Development and Drainage Narative Report
For a 3-Lot Short Plat for Gus and Morgan Kays
At 8705 Maplewood Lane in Edmonds, WA.
The existing parcel is a corner lot zoned RS-8 and consists of about 0.709 acres or 30,873 square
feet. An existing house, garage,long driveway and 2 unattached buildings are located on the
west half of the property. This area consists of about 7370 square feet of impervious area. All the
existing improvements were created prior to 1977.T}re east half of the lot (16,000 square feet) is
undeveloped and is wooded with a few dozen large evergreen trees. The existing house parcel
takes vehicular access from the north right-oÊway of Maplewood Lane. The parcel slopes
dow¡hill east to west at an average of about 8%. The boundary comers of the parcel have
recently been survey staked and they all appear to create lines that agree with the existing fence
lines.
The proposal is to short plat the lot into 3 lots. This will create Lot 1 on the west side containing
most of the existing developed area. The proposed Lot 2 and Lot 3.,is the r.¡ndeveloped wooded
area to the east. Both lots 2 and3 will take vehicle access from 86* Place West. No house
construction is planned on Lot 2 and3 at this time. The impervious surfacing on the parcel will
not be significantþ altered until these lots are built upon. Alf.the sanitary selryer, domestic water
and powãr are presentþ in place in Maplewood Lane and 86th Pi W rigbt-of-way for
devélopment of the east two lots. A 6-inch sanitary sewer stub exists on the southeast corner of
proposed Lol},as shown on the city's as-built sewer plans.
The total site development, excluding the pre 1977 improvements, is proposed at more than 5000
square feet but less than 10000 sqr¡are feet of impervious area. Therefore, it is classified by
Edmonds as a Category 2 Small Project. A storm water mi:igation is required for the project, to
mitigate about 5750 square feet ofproposed roof, driveway, and patio arsas, along with about
570 square feet of street widening of Maplewood Lane.
Since allthe impervious area created will be on the undeveloped area of lots 2 and 3, the
proposal is to select raingardens for stonn water miligation. The raingardens will be proposed in
the southwest corner of both lots 2 and 3. These areas are wooded with relatively undisturbed
soil conditions and at the lower portions of the lots. A 4-inch overflow pipe will be designed to
drain the raingardens to the proposed catch basin on th nofl side of the Maplewood Lane right-
of-way. Soils infiltation testing and enciosed report was be prepared by a Geotechnical Engineer
to determine the design infiltration rates for the existing soils. Preliminary sizing of the
raingardens is enclosed with the short plat drainage design report. The raingarden for lot 2 was
designed with a bottom a¡ea of 180 square feet and lot 3 ha a bottom area of 150 square feet.

Small Site Minimum Requirement #1 - Preparation of Stormwater Site Plan: Seven design
sheets of civil engineering plans are enclosed. The first is a Cover and notes, the second is a Site
plan, the third A Drainage Plan, the fourth a steet Frontage Plan and Profile for Maplewood
Lane, the fifth a Utility Plan, the sixth a SWPPP Erosion Conkol and Grading plan and the seven
the a Details sheet.
Sm¡ll Site Minimum Requirement #2 - Construction Stormwater Pollution Prevention Plans:
The seconds sheet shown the Silt Fencing and Construction Entrance details which are both
proposed to mest this requirement.
Small Site Minimum Requirement #3 - Source Control of Pollution: There are no sotrce
control measures that are proposed for this residential short plat design.
Small Site Minimum Requirement #4 - Preservation of the Natu¡al Drainage System Outfall:
All the overflow drainage from the site will drain west via a new pipe into the right-of-way. This
location is the only existing surface outlet for the site. There is almost no upland drainage from
86ü Place \M or the adjacent property to the north. The site drainage outlet will enter a newly
proposed inline catch basin in the right-of-way on Maplewood Lane. lnstallation of a new 4-inch
pipe will connect the site to the new catch basin. This storm drainage outlet in the right-of-way
consists of a 12-inch pipe / catch basin system which drains west in the city maintained system.
The system eventually outlets into the Northstream Drainage Basin with a seasonal creek located
about six blocks west of the property.
Small Site Minimum Requirement #5 - Onsite Stormwater Management: The short plat design
contains all its impervious area to drain into a raingarden system. The two raingardens are both
LID designs and placed to collect all proposed impervious area on Lot 2 and 3. No drainage will
be altered on the existing impervious surfaces on Lot i. These surfaces wete created prior to
t977, ardtherefore exempt from mitigation requirements.
Small Site Minimum Requirement #6 - RunoffTreatnent: Most of the rainfall water runoff
from the site will be from the rooftops which does not require treatuent. The only storm water
requiring treatment are the short driveways east of the proposed structure. These areas a¡e less
than the minimum area requiring treaünent. Some surface driveway oils will be collected in the
dead storage at the raingarden bottoms. The proposed driveway area is only about 1330 squme
feet of PGIS and much less than the minimum area requiring treatnent.
Small Site Minimum Requirement #7 - Flow Contol: The site is classified as a "Category 2
Small Site" project and is located in the Northstream d:ainage basin. The overflow outlet catch
basin for the raingardens will be placed on the south side of Maplewood Lane. The rpngarde$-. i ,', .,:-n
