SITE DESCRIPTION Wet/and Resources, Inc. conducted a site investigation in May, 2017, to assess existing on -site native vegetation on the 1.37-acre subject property located at 8364 Olympic View Drive in Edmonds, Washington. The site is located as a portion of Section 18, Township 27N, Range 4E, W.M. This site is irregularly shaped, and topography displays a northern aspect to Olympic View Drive. An existing single-family residence with associated infrastructure is located in the south central portion of the property. Access is gained via a common drive off of Olympic View Drive from the northeast. Surrounding land use is comprised of single-family residences to the east, west, and south, and Southwest County Park across Olympic View Drive to the north. No wetlands or streams are located on or adjacent to the subject property. Typical native vegetation on the subject property is represented by Western red cedar (Thu. a plicala) Western hemlock ( Tsugahelerophy//a), Douglas fir (Pseudotsuga menziesirJ big leaf maple (Acermacrophy//umJ, cascara (Frangu/a purshianaJ, red elderberry (SambucusracemosaJ, vine maple (Acercuc/naluin), Oregon ash (Fraxinuslatifolia), salmonberry (Rubusspectabil/s) salal (Gaulther/a sha/lon), Rhododendron (Rhododendron, sp) dewberry (Rubus ursinusJ, and sword fern (Polystichuinmunilum). Typical non-native or invasive species that are present on the subject property includes cherry laurel (Prunuslaurocerasus), English holly (//exaquifo/ium), Himalayan blackberry (Rubus armen/acus), and English ivy (Hedera he/%t). PROJECT DESCRIPTION AND ECDC 23.90.040 COMPLIANCE The applicant is proposing a 3-lot short plat for the subject property, currently zoned RS-12. In the city of Edmonds, subdividable properties in the RS-12 zones are required to retain or create an area of native vegetation equal to 30% of the total lot area, per ECDC 23.90.040.C.. The goal of 30 percent native vegetation can be met through maintaining existing native vegetation, establishing native vegetation, or a combination of both. Native vegetation is proposed to be maintained in two areas, together covering thirty (30) percent of the lot (17,800 square feet). Currently, these areas are comprised of established tree canopy, with greater than 40 percent canopy cover, and understory dominated by native species. Areas of non-native or invasive species exist within the both management areas, as indicated on the map. These species, including English ivy, Himalayan blackberry, English holly and cherry laurel, will be removed and native plants will be installed, where necessary. Depending on the extent of grading necessary to construct homes on Lots A and B, it is estimated that seven conifers located along the fringes of the northern vegetation management area (Area 2) could be impacted and potentially removed. Care shall be taken to retain the trees within the vegetation management areas to the maximum extent possible. If any of the trees within the management areas are damaged, mitigation shall be provided at a 2:1 mitigation ratio (i.e. install two trees for every tree damaged/removed). If any changes to the boundaries of the vegetation management areas or the provisions of this plan are desired by the future homeowners, they shall be submitted to the City of Edmonds for review and approval. Any requested changes shall be in conformance with Edmonds Community Development Code. INVASIVE SPECIES REMOVAL AND REPLACEMENT PLANTINGS Himalayan blackberry, English ivy, English holly, and cherry laurel shall be removed from the vegetation management areas. Management Area 1 contains English ivy and Management Area 2 contains all four of these species. The removal program will commence in the late fall, during the dormant period. The undesirable species will be identified, removed, and disposed of off -site. Removal methods will include the use of a hand tools to remove the vines and shrubs, while taking care not to impact native species. Due to the presence of established trees and shrubs, removal of invasive species is not anticipated to create large unvegetated areas. However, to reduce the potential for erosion and discourage re -colonization by invasive species, areas where invasive species are removed shall be planted with a variety of one -gallon plants on five-foot centers and sheet mulched. The requirements listed may be modified individually or severally by the city if the developer demonstrates them to be inapplicable to the specific on -site conditions or if the intent of the regulations will be implemented by another means with the same result. Where the drip line of a tree overlaps a construction line, this shall be indicated on the survey and the following tree protection measures shall be employed: 1. The applicant may not fill, excavate, stack or store any equipment, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 2. The applicant shall erect and maintain rope barriers on the drip line or place bales of hay to protect roots. In addition, the applicant shall provide supervision whenever equipment or trucks are operating near trees. 3. If the grade level adjoining a tree to be retained is to be raised or lowered, the applicant shall construct a dry rock wall or rock well around the tree. The diameter of this wall or well must be equal to the tree's drip line. 4. The applicant may not install ground level impervious surface material within the area defined by the drip line of any tree to be retained. 5. The grade level around any tree to be retained may not be lowered within the greater of the following areas: (a) the area defined by the drip line of the tree, or (b) an area around the tree equal to one foot in diameter for each one inch of tree caliper. 6. The applicant may prune branches and roots, fertilize and water as horticulturally appropriate for any trees and ground cover which are to be retained. The planning division manager or his/her designee may approve the use of alternative tree protection techniques if those techniques provide an equal or greater degree of protection than the techniques listed above. [Ord. 3646 § 1, 2007]. TREE PROTECTION FENCING Orange barrier fencing shall be installed to demarcate Vegetation Management Area 2 prior to site disturbance. The fencing shall follow the locations shown on this plan, but shall extend into Lots A and B to follow the drip lines of protected trees to remain within Area 2 (see Tree Protection Measures on this plan). POTENTIAL TREE IMPACTS AND MITIGATION MEASURES Based on the tree survey provided, it appears that seven trees could potentially be impacted from proposed grading activities. The trees are located along the edges of the northern management area (Area 2), adjacent to the proposed building areas on Lots A and B, as indicated on this plan. The trees lie wholly or partially within the management area, and range in size from 8 to 26 inches in diameter at breast height (dbh). If any trees located within the vegetation management areas are impacted during clearing or grading activities, mitigation shall be provided at a 2:1 replacement ratio utilizing the following species list. Replacement trees must be a minimum of 6' tall at the time of planting. Replacement trees shall be installed in November for the greatest likelihood of survival. Monitoring by the contracted biologist or other qualified professional is recommended for all portions of this project. Plant in the early spring or late fall. Order plants from a reputable nursery. Care and handling of plant materials is extremely important to the overall success of the project. All plant materials recommended in this plan should be available from local and regional sources, depending on seasonal demand. Some limited species substitution may be allowed, only with the agreement of the consulting professional or the City of Edmonds. The plants shall be arranged with the appropriate numbers, sizes, species, and distribution to achieve the required vegetation coverage. The actual placement of individual plants shall mimic natural, asymmetric vegetation patterns found on similar undisturbed sites in the area. Colored surveyor's ribbon shall be placed on each planted tree and shrub to assist in locating the plants while removing the competing non-native vegetation and to assist in monitoring the plantings. Wood chips, hog fuel, bark or other suitable material shall be used for mulching in the planting areas. Mulch is to be placed in a two -foot diameter area at a depth of three to four inches around each installed plant. A four -inch diameter ring around the base of each plant shall be kept free of mulch. In addition, areas which are left bare by extensive removal of invasive vegetation should be sheet mulched. MAINTENANCE The planting areas will require periodic maintenance to remove and control invasive species. The plantings shall be maintained at least twice a year in the late spring and fall, or as needed to assure the success of the plantings. Maintenance may include, but will not be limited to, removal of invasive vegetation (by hand), replacement of plant mortality, and/or the replacement of mulch for a period long enough to successfully establish the native plants. If significant areas of invasive species are removed during maintenance activities, they shall be planted with a variety of species listed under "Invasive Plant Removal and Replacement Plantings" on this plan. In all cases, all maintenance activities and/or vegetation cutting must be consistent with the applicable provisions of the tree cutting code (ECDC 18.45) and critical areas code (ECDC 23.40 through 23.90), or as amended.
