We are including a variance application for processing, notarized adjacent property owners list, overall vicinity map outlining the location of each of the nine lift stations, a detailed site plan of each lift station including addresses. The construction schedule is still to be determined, but field work is anticipated to begin in spring 2012 and continue through summer 2013. The project consists of the rehabilitation of nine wastewater lift stations located throughout the City. Work at each station will result in temporary disconnection of electrical and mechanical equipment used to move wastewater through the station and the pressure pipe ("force main") downstream of each station for improvements and equipment replacement. The contractor will be required to maintain continuous sewer service at all stations, using temporary power supply and/or pumping equipment as appropriate to the site conditions and his reasonable and efficient methods. The contractor will be required to use temporary pumps and power supplies for continued service. He will also be required to have redundant pump and power supply equipment at each site. The duration of each temporary equipment operation is anticipated to be between two and four weeks, but may be longer if construction or unanticipated conditions warrant an extension. The force main at some stations will be replaced, necessitating use of temporary force main piping from the station to the point of discharge (typically a sewer manhole). The project is scheduled for completion within 250 working days (approximately 14 months with reasonable allowance for bad weather). The rehabilitation work will take place during normal construction hours, within the constraints of the noise ordinance. The exception will be the use of temporary equipment for continuous sewer flows, which will need to be in service over night. All stations are in residential areas, with proximity to residential units ranging from less than 20 feet to over 100 feet. Four stations (#5, 11, 14 and 15) serve small areas with five horsepower or smaller pumps, per station. The contractor will likely use electric pumps to maintain sewer service. Thus the noise level will be essentially the same as current and proposed operations. However, a standby power generator will be required to be in place for usage during a power outage that affects the station and surrounding area. Such usage should be considered an emergency use and therefore exempt from the typical noise threshold limits outside of the "daytime" period. The five remaining stations (#3, 4, 9, 10 and 12) serve larger areas, with five- to 25 -horsepower pumps per station. A common type of unit will operate continuously as the primary pumping device. This unit will be required to have a sound -attenuation enclosure, but it is not likely to lower sound levels to the limit in the noise ordinance for overnight operations. Therefore a variance is being sought to allow commercially available, sound -attenuated bypass pumping equipment for primary pumping service at these stations. A backup pump and/or generator will be required (but without the sound attenuation provisions) to be in place for usage during a power outage that affects the station and surrounding area. This equipment would also be used if there were a failure of the primary pumping unit. Such usage should be considered an emergency use and therefore exempt from the typical noise threshold limits outside of the "daytime" period. While the primary construction activities will take place during the daytime, the nighttime operations described above are necessary in order to maintain continuous sewer service during the rehabilitation of the existing wastewater lift stations. We propose the following measures to minimize impacts: 1. Nighttime activities shall be limited to those identified above. 2. Primary pumping systems shall be electric pumps or sound -attenuated engine -driven pumps to reduce noise as much as possible. 3. A copy of the noise variance shall be kept at each project site at all times. 4. The City will post a 24-hour complaint number on information signs. 5. Residents within 300" of each site where nighttime activities will take place will be notified.
