Please submit three (3) sets of revised plans/documents with a written response to each of the items below to Theresa Umbaugh. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. st 1 Review – March 12, 2008 nd 2 Review – August 14, 2008 GENERAL Response letter states this will be submitted prior to permit issuance. 1. Please provide an itemized cost estimate for both on-site and off-site (right-of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Theresa Umbaugh, Permit Coordinator – 425-771-0220 or umbaugh@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. ok 2. ok 3. Response letter states “See sheet C5”. The civils do not contain a sheet C5. Please provide 4. sheet C5 or provide alternate sheet number. A shoring plan has not been submitted for review. Please show the location of the temporary shoring on a separate plan sheet. Please be sure to address protection of the City right-of-way and private property. Will chain link fencing or other public barrier be constructed? ok 5. 6.Rockeries/Retaining walls, stairs & landings are not shown consistent between sheets P2, L1 and the civils. Please revise accordingly. 7.Please revise civil sheet numbers to reflect sheets 1 – 4. Sheet 1 – CLEARING, TESC, & GRADING PLAN Silt fence was shown along the west side of the alley instead of the west side of the 1. property. Please revise. Please 10. reference and revise detail number (it currently shown as detail C, which is the driveway cross section). Also, please revise detail to show parking area. Provide a cross section of Walnut Street, including existing asphalt width, road centerline, 3 hour parking area and sidewalk. ok 11. The driveway on the west side of the alley does not appear to be shown. Please revise. 12. In plan view, show the location of the existing driveway off the alley. Include topo elevations at the driveway and indicate how the asphalt thickened edge will be modified to accommodate for the driveway and prevent surface runoff from entering onto private property. ok 13. ok 14. Please add a note to the plans that the existing sewer lateral shall be TV’d by the City 15. Public Works Department to determine if the lateral can be reused. If the lateral cannot be reused, it shall be replaced by the contractor from the main to the property line. If the existing sanitary side sewer is proposed to be reused, the side sewer shall be TV’d by the contractor/property owner and a copy of the video provided to the Public Works Dept. for approval to reuse the line. An 8” cleanout is still required at the south end of the City main. Public Works can be reached at 425.771.0235 The existing 8” sanitary sewer main in the alley shall be removed and replaced with a new 8” sewer main. An 8” cleanout shall be located at the south end of the run, with the connection for Page 2 of 4 this property approximately 3’ or more to the north. The sanitary side sewer for this property is only required to be a 6” line. Please revise the plans accordingly. Please provide a 6” cleanout at the property line with CI lamphole cover. This will be 16. required whether the existing side sewer is reused or not. A 6” cleanout with 12” cast iron lamphole cover is required on the right-of-way side of the property line. RPBA is not required unless fire sprinkler system will have chemical injection. Please confirm backflow assembly requirements with Linda McMurphy at 425.771.0235. Assuming the fire line will in fact be a 4” line, a Double Check Detector Assembly and vault shall be installed on private property per standard details E7.8, E7.8.1 and E7.20. Please revise. Detail 9 – Extruded Curb Detail: Revise to read Concrete Sidewalk Detail. Revise detail number to E2.13 and replace with current, updated City standard detail. Current detail includes verbiage about 2’ minimum ACP sawcut. Sheet 3 – TRAFFIC CONTROL PLAN ok 1. A minimum 10’ travel lane has not been called out on the plans. 2. A minimum 10’ travel lane shall be required for the travel lanes that remain in use. Traffic cones shall be placed accordingly. Please dimension plans to reflect this requirement. Response comment states this will be provided by Michel Construction. Please provide. 3. Please indicate the amount of time in which the 3 hour parking area will be closed throughout the construction project. Disruption fees shall be paid for closure of the 3 hour parking area in excess of 72 hours. th Haul route has been added however, it directs truck travel to 5 Ave S. Please revise to 4. rd show trucks on 3 Ave S and either turning around at the site or following the route noted below. rd Indicate haul route on this plan sheet. Haul route should be SR-104, east on Pine, north on 3 and east on Walnut and back out the same way. Flaggers can be utilized to turn trucks around at Page 3 of 4 th the site. Or trucks leaving the site can be directed to head east on Walnut, north on 4 Ave, th west on Dayton to SR-104. Truck traffic shall not be directed to 5 Ave. ok 5. Sheet P2 – Plot/Park/Site/Truck Route Plan Please show spreader trench on drainage plan and show footing/retaining wall drainage 1. connection. Footing and retaining wall drainage should not be connected to the storm detention system. A 10’ x 30’ spreader trench is shown on this plan sheet. Please indicate what this will be used for. In one area the rockery is shown to be 3’ max in height, but the setback from the right-of- 2. way is shown to be 2.5’. Please revise. Rockeries shall be set back from the right-of-way a minimum distance equal to the height of the rockery. Please revise plans as needed and reflect proper setback has been met. Relocate existing fence onto private property, remove entirely, or submit application for 3. an encroachment permit. th A 3’ rail fence is shown to be located in the right-of-way on 4 Ave S.
