Definitions Definitions Macro ECDC 21.60.002 facility. Macro facility is an attached wireless communication facility which consists of antennas equal to or less than 15 feet in height or a parabolic antenna up to one meter (39.37 inches) in diameter and with an area not more than 100 square feet in the aggregate as viewed from any one point. \[Ord. 3099 § 9, 1996\]. Micro ECDC 21.60.004 facility. Micro facility is an attached wireless communication facility which consists of antennas equal to or less than four feet in height (except omni-directional antennas which may be up to six feet in height) and with an area of not more than 580 square inches in the aggregate (e.g., one-foot diameter parabola or two-foot by one and one-half-foot panel) as viewed from any one point. The permitted antenna height includes the wireless communication facility support structure (see Title 22, Plate 1). \[Ord. 3099 § 10, 1996\]. Mini ECDC 21.60.006 facility. Mini facility is an attached wireless communication facility which consists of antennas equal to or less than 10 feet in height or a parabolic antenna up to one meter (39.37 inches) in diameter and with an area not more than 50 square feet in the aggregate as viewed from any one point. \[Ord. 3099 § 11, 1996\]. Use Use Proposed Use: Wireless Communication Facility (WCF). Allowed Use: Yes, pursuant to chapters 20.50 and 16.80 of the Edmonds Community Development Code. Conditional Use Permit Required: ECDC 20.50.010.A states that micro facilities are permitted in all zones. ECDC 20.50.020.A states that mini facilities are permitted in all zones except single-family residential (RS) zones. Development Standards Development Standards Maximum Height: 25 feet above average original grade (a conditional use permit was obtained for increased height, file #CU-2004-2). Setbacks: ECDC 16.80.030.A – no change per plans. Maximum Lot Coverage: 35 percent. Plans show no change to existing lot coverage. Shoreline Permit Required: No, not applicable. Critical Area Determination: Files CRA-2004-0004 and CRA-2004-0009 are “waivers” – no critical areas were found on or adjacent to the property. Parking Parking Parking Standard Considered Most Appropriate: No additional parking is required and none is shown to be removed. Design Design Architectural Design Board Review Required: As shown, it appears that this proposal can be administratively reviewed for design by planning staff with the building permit due to the screening proposed. ECDC 20.50.010.D states “The micro facility shall be exempt from review by the architectural design board if the antenna and related components are the same color as the existing building, pole or support structure on which it is proposed to be located.” Comprehensive Plan Designation: “Public,” also located within the “Downtown and Waterfront Activity Center.” Guidelines in Comprehensive Plan: Urban Design Objectives, pages 72-80 especially C.12 (shown below) Design Objectives for Site Utilities, Storage, Trash and Mechanical:  C.12.a Hide unsightly utility boxes, outdoor storage of equipment, supplies, garbage, recycling and composting.  C.12.b Minimize noise and odor.  C.12.c Minimize visual intrusion.  C.12.d Minimize need for access/paving to utility areas.
