RE: Administrative noise variances for Statewide LED Roadway Lighting Conversion and Removal Project
SR 104 Mile Post (MP) 27.80 to 28.2
Dear Ms. Musso-Escude:
Regarding your request received February 4, 2016, 1 am granting two administrative noise variances in
accordance with ECC 5.30.120.C.1 for WSDOT to conduct roadway lighting maintenance activities in
support of the above -referenced project between the hours of 10:00 PM and 7:00 AM for two (2)
consecutive nights between April 1 and October 31, 2016.
While two, two -night noise variances are granted, the following conditions of approval must be met:
1) The Contractor shall use ambient sensitive backup warning devices on all vehicles. The
Contractor may use back-up observers in lieu of back-up warning devices for all equipment
except dump trucks in compliance with WAC Chapter 296-155-610 and 296-155-615. The
Contractor shall use back-up observers and back-up warning devices for dump trucks in
compliance with WAC Chapter 296-155-610.
2) Truck tailgate banging is prohibited. All trucks shall be secured to prevent excessive noise from
banging.
3) All trucks performing export haul shall have well maintained bed liners as inspected and
approved by the Engineer.
4) Luminaire posts shall be placed on truck beds to avoid banging and excessive noise.

5) A copy of the noise exemption shall be kept on the project site at all times.
6) The Project Engineer, Dave Lindberg PE, shall be contacted with any noise complaints within 24
hours of occurrence. Mr. Lindberg can be contacted at 9025 EI Capitan Way, Everett, WA 98208
or by phone (425-225-8798).
7) Per ECC 5.30.120.C.1, the applicant must provide notice of the noise variance to the police
department and must post the site each time the variance is used. Mike Clugston of the
Planning Division shall be notified as well.
8) The granting of this variance does not relieve WSDOT from the requirements of ECC 5.30.130
relating to public disturbance noises.
