RE: BLDs2015-1559/1602 — 16404 75" Place W
Dear Mr. Johnson:
The above referenced projects are located in an Earth Subsidence and Landslide Hazard Area subject to
the provisions of the Edmonds Community Development Code (ECDC) Chapter 19. 10, which limits land
development to the drier season of the year, specifically between May I" and September 30th. All
groundwork, including grading/excavation, drainage system installation, and foundation construction in
areas subject to those provisions would have to be completed by September 30, 2016 and the site be
winterized. For work of this nature to commence and/or continue past the ordinance deadline of
September 30, 2016, the City requires a letter, stamped and signed from your geotechnical engineer of
record to be submitted for review and approval, confirming that the sites are stable and work may
start/continue without creating erosion or stability problems. If such extension is requested, it must
include a detailed schedule of work that establishes a completion date. If the City does not receive such
notice from your geotechnical engineer of record, it is understood that groundwork, as defined by
ordinance, shall be stayed until May 1, 2017.
Groundwork performed after September 30, 2016 must follow the specific guidelines detailed in the letter
from the geotechnical engineer, including, but not limited to, the duration of the work, the type of
equipment to use, any additional temporary erosion and sediment control provisions that are required, and
the applicability of special inspections or other similar measures to verify conformance with the specified
guidelines. Weekly monitoring reports from the geotechnical engineer or designated erosion
sedimentation control supervisor are required to be submitted to the City inspector upon request.
In the case that the groundwork is stayed, it is possible to commence the groundwork prior to May 1,
2017 provided an evaluation by the geotechnical engineer confirms that the site conditions are stable and
work may start without creating erosion or stability problems. This would, of course, need to be
submitted for approval prior to commencing work.
If you have any questions, please feel free to contact me at 425-771-0220 during City business hours.
