GENERAL
1) A right-of-way permit is required to perform work within the City right-of-way (ROW).
A ROW Permit Application shall be completed by the contractor and submitted to the
City prior to issuance of the building permit.
AS Response: Noted. Client has obtained the required ROW permit and submitted with
the revisions
2) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the enclosed covenant,
including notarization and any required exhibits and submit to the city. Ensure the
stormwater covenant meets Snohomish County Record Drawing requirements. The
document must be complete, but will not be recorded prior to permit issuance. Prior to
construction final, location of facilities are to be verified (by field inspection and asbuilt)
and then the covenant will be recorded.

with the revisions.
3) If there are any private easements, please show all private easement information within
the plan sets. Note AFN's for existing easements and/or recording documents for

3) Show all existing and proposed frontage improvements. If the existing sidewalk (adjacent
to the subject site) does not meet ADA standards, the sidewalk will need to be replaced.
a) Show and label the sidewalk to be replaced if the sidewalk does not meet ADA
standards.
b) Add a note to the plans stating existing failing, damaged or non-ADA compliant
frontage improvements shall be removed and replaced as determined by the City
Engineering Inspector.
JLS Response: Existing sidewalk along frontage shown with hatch to specify limits
and Project Note #16 added.
4) Per the survey there appears to be a rock wall on the site. Please note that the City of
Edmonds does not review or approve rockeries.
a) Construction of rockeries is prohibited within the City of Edmonds under certain
circumstances and in certain situations per Edmonds Community Development
Code 18.40.020. Please review the specific circumstance pulled from the code
section that pertains to this project.
JLS Response: The rock wall near the north property line will be removed. There
is an existing small rockery/landscape wall located south of the
existing residence. The wall is less than 18-inches in height. Due
to the small nature of the landscape wall the Code section does
not apply.
b) Please label the rock wall as 'existing to remain' or 'to be replaced'. If the wall is
to be replaced, please provide bottom and top of wall elevations, as well as what
the wall will be replaced with and refer to (a) above for requirements.

5) Show and/or add notes to address the following:
a) Restoration of utility patches as follows:
i. Utility patches shall be combined and full width or half width overlay will
be required depending on the extent of disturbance. Where utility patches
fall entirely within one travel lane, the overlay shall extend to the
centerline of roadway. Where utility patches extend into both travel lanes
then a full width overlay is required.

ii. Please add a note to the plans that all final restoration (including cut of
existing water service and installation of new water service) within the
right-of-way shall be completed by the contractor not the City of
Edmonds.

WATER
1) As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the watermain to the meter, the
water service line/meter will not be the appropriate size and a new tap will be required.
The applicant will be required to pay for the new tap on the main and the new meter.
Please revise plans to include the following:
a) Please add a note that a I" meter is to be installed.
AS Response: There is an existing water main in the Private Road that we will tap.
A 1.5" service line and 1" meter is shown and called out.
b) Show the water meter located in the right-of-way in the location depicted in the
highlighted section below. The meter shall be located such that the back of the
meter is on the property line. The water meter shall not be located within the
driveway.

2) Please add the following notes to the plans:
a) A minimum of 3' of horizontal separation between the water service and dry
utilities (i.e. power, phone, gas, cable, etc.).

3) Add a note to the plans indicating where the landscape irrigation backflow assembly will
be located (if one is proposed).
JLS Response: Landscape irrigation not proposed at this time.
SEWER
1) Label pipe material and size. The sewer lateral (from the main to the edge of easement
shall be 6". Once on private property the sewer may reduce to 4".
JLS Response: Pipe material and size added to side sewer.
2) Show a 6" cleanout at the edge of easement. Please add a note that the 6" cleanout at the
easement line shall have a 12" cast iron lamphole cover with %" hexbolts.
JLS Response: Cleanout added at edge of ease ment/property line. Project Note #11
calls out the cast iron cover.
3) Show a cleanout located within 2' of the house, at any 90* bend, when there is less than
3' between two 45 * bends, and when there is more than 100' between cleanouts.
JLS Response: Cleanout added outside of house.
4) Provide invert elevations at the main, the cleanout at the property line and at the house so
that a minimum 2% slope and minimum 2' pipe coverage can be verified. N the slope of
the pipe exceeds 20% the pipe will need to be anchored.
JLS Response: More pipe and elevation data added to side sewer. There is about 4 feet
of cover and 10% slope across the length of the side sewer.
5) Please add a note that the existing side sewer will need to be TVd by the contractor and

video must be submitted to the City for review and approval to re -use.
JLS Response: Existing sewer lateral will not be reused.
6) If the existing sewer lateral is proposed to be reused, the City's Public Works Department
will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans
to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection.
JLS Response: Existing sewer lateral will not be reused.
7) If a new sewer lateral is proposed show the connection at the sewer main 3' from the
cleanout with a wye being utilized for installation.
JLS Response: The new connection is shown and called out 3 feet from the existing
cleanout.
8) Per survey notes the cleanout is sealed shut. The cleanout shall be brought to current City
standard. Revise plans accordingly.

DRY UHLITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of
3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and
sewer, water, and storm and 5' from any City main lines.
JLS Response: Dry utlilities shown and reference to separation Project Note #10.
STOEM
1) Storm pipe under driveable surfaces shall have a minimum of 2' of cover (from top of
pipe) and I' of cover under landscape areas. Please revise the plans accordingly.
JLS Response: Area Drain #2 elevation adjusted to increase cover for storm pipe.
2) Provide the rim elevation for the existing CB that the proposed stormwater management
system will be connected to.
JLS Response: The RIM is shown in the base map/survey. RIM=167.09.
3) Label all area drains (i.e. Area drain I or 2, etc.).

Recommendation* Drainage report is approved and need not be re -submitted unless
changes to the site plan necessitate changes to the report. We recommend that
BLD20191321 be withheld until the comments below are adequately addressed.
JLS Response: Understood. There are no changes to site plan that would warrant
revision to Drainage Report or calculations.
1. C2: Clarify and ensure all tree removal for the installation of the new storm drain
line is reflected; street view appears to suggest some additional trees existed, but
condition was not verified in field.
J LS Response: There may be some non -significant trees that were not surveyed and
exist around the proposed drainage facility location. Trees and
vegetation will be cleared as necessary to construct and maintain the
drainage facility.
2. C2: Update sheet to address SWPP element 13 (protection of LID facilities).
a. It appears that it is feasible to simply fence off the infiltration area from
construction traffic; show and callout fence.
JLS Response: Fence and protection around the infiltration facility has been
shown and called out.
3. C2: It appears the construction entrance extends beyond the limits of the existing
culvert; narrow up the construction entrance as needed and/or updated
construction sequence to address order of operation needed to permit the entrance
as shown.
JLS Response: Construction sequence revised. Existing driveway will be used for
majority of demolition and grading activities. After existing driveway
removed the permanent culverts should be installed and the ditch
immediately stabilized. Then rock construction entrance can be
installed as shown on the plan.

4. C2: Move over the note about driveway removal from the 'improvements' sheet
to this demo sheet and update or revise, as needed, to address removal of the
existing culvert and restoration of the ditch line.
a. Include details or information as needed for construction as well as for
temporary and final stabilization.

5. C3: Show and callout inlet protection at the new culvert inlet (rip -rap); provide
dimensions or details as needed for construction.

a. Ductile iron pipe may be used for reduced minimum cover of F; update

ensure pipe stability with reduced cover.
8. C3: Clarify grate/lid type on CB #1
a. It is a bit unclear where the road drainage currently flows; if it enters the
ditch at this location, it appears the CB must allow for collection of
runoff.
JLS Response: Rim/grate lowered to create lowpoint and note added to callout. There is
not a significant amount of area/flow that will enter the CB, only a
portion of the Private Road.
9. C3: Add to the callout for CB #2 & CB #3 text for "w/ push -on tee", or other
floatable separation device as proposed.

10. CI It appears the proposed sewer line is within 5' of the infiltration facility; add
notes/direction for protection from infiltration water migrating within the sewer
trench (wrap sewer trench with impervious liner, demonstrate infiltration surface
is below trench bottom, relocate line, etc).
JLSResponse: Side Sewer line adjusted and is greater than 5' from the infiltration
trench.
11. C3: Provide a bottom of trench/rock elevation for the trench; ensure trench is set
low enough to be in the receptive soils layer.
a. Modify the standard detail dimensions to reflect design dimensions and
avoid conflicting dimensions or information, as needed.
JLSResponse: Facility elevations added to infiltration trench ca I lout. Thebottorn
elevation for the trench will ensure the trench extends into the
receptive soils layer which is about 4 feet deep.
