During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details, application and other forms, and development code
may be referenced on the City website: www.edmondswa.gov under Services/Permits and
Development.
GENERAL
1) A right-of-way permit is required to perform work within the City right-of-way (ROW). A
ROW Permit Application shall be completed by the contractor and submitted to the City
prior to issuance of the building permit.
2) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the enclosed covenant,
including notarization and any required exhibits and submit to the city. Ensure the
stormwater covenant meets Snohomish County Record Drawing requirements. The
document must be complete, but will not be recorded prior to permit issuance. Prior to
construction final, location of facilities are to be verified (by field inspection and asbuilt)
and then the covenant will be recorded.
3) If there are any private easements, please show all private easement information within the
plan sets. Note AFN's for existing easements and/or recording documents for proposed
easements as applicable.
SITE PLAN — by CASA
1) Please revise this plan sheet as needed to be consistent with the Civil Plan sheets.
SHEET 1 OF 6 — CIVIL COVER SHEET & SITE PLAN
GENERAL NOTES
1) Note 41 — Revise 2016 WSDOT/APWA Standard Spec to 2018 WSDOT...
GENERAL
2) Revise the Utility purveyor information to include phone, cable, gas, power, etc.
3) Revise the Utility purveyor for the `Edmonds Wastewater Treatment' to `Edmonds -
Stormwater'
SHEET 2 OF 6 — CSWPPP, TESC AND DEMO PLAN
1) Revise the construction sequence to include the phasing of the ditch conversion to being
piped. In order to install the construction entrance/proposed driveway the ditch will need to
be piped.
2) Project Notes:
a) Note #1 — Revise 2016 WSDOT/APWA Standard Spec to 2018 WSDOT...
b) Note 415 — Revise to state `All disturbed areas to be compost amended per 2014
SWMMWW BMP T.5.13.'
3) Revise the legend so that the description matches with the depiction.
4) Please show and add a note to the plans that filter socks will be added to any catch basins
downstream from the construction site. Incorporate and reference City standard detail ER-
902.
5) Show orange protective barrier fencing to be placed around areas proposed for low impact
development techniques, such as rain gardens, infiltration systems, etc., to protect the area
from compaction.
6) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be
covered within 24 hours
7) Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.
8) Show the sewer being cut and capped.
b) If the side sewer (from the property line to the house) is not proposed to be re -used,
show the sewer being cut and capped at the property line.
c) If the existing side sewer is proposed to be re -used, the line must be cut and capped a
minimum of 20' from existing and/or proposed foundation, whichever is closest to
the property line.
10) Show the existing water service line being disconnected at the meter and the installation of
a hose bib with an AVB at the meter.

SHEET 3 OF 6 — CIVIL IMPROVEMENT PLAN
GENERAL
1) Project Notes:
a) Note 41 — Revise 2016 WSDOT/APWA Standard Spec to 2018 WSDOT...
b) Note 47 — Revise `replace existing driveway ramp...' to `replace existing driveway
approach'.
2) Consistent with Edmonds Community Development Code 18.80.060, driveway slopes shall
not exceed 14% slope. Please add this note to the plans.
3) Show all existing and proposed frontage improvements. If the existing sidewalk (adjacent to
the subject site) does not meet ADA standards, the sidewalk will need to be replaced.
a) Show and label the sidewalk to be replaced if the sidewalk does not meet ADA
standards.
b) Add a note to the plans stating existing failing, damaged or non-ADA compliant
frontage improvements shall be removed and replaced as determined by the City
Engineering Inspector.
4) Per the survey there appears to be a rock wall on the site. Please note that the City of
Edmonds does not review or approve rockeries.
a) Construction of rockeries is prohibited within the City of Edmonds under certain
circumstances and in certain situations per Edmonds Community Development Code
18.40.020. Please review the specific circumstance pulled from the code section that
pertains to this project.
b) Please label the rock wall as `existing to remain' or `to be replaced'. If the wall is to
be replaced, please provide bottom and top of wall elevations, as well as what the
wall will be replaced with and refer to (a) above for requirements.
5) Show and/or add notes to address the following:
a) Restoration of utility patches as follows:
i. Utility patches shall be combined and full width or half width overlay will
be required depending on the extent of disturbance. Where utility patches
fall entirely within one travel lane, the overlay shall extend to the centerline
of roadway. Where utility patches extend into both travel lanes then a full
width overlay is required.
ii. Please add a note to the plans that all final restoration (including cut of
existing water service and installation of new water service) within the
right-of-way shall be completed by the contractor not the City of Edmonds.
WATER
1) As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the watermain to the meter, the water
service line/meter will not be the appropriate size and a new tap will be required. The
applicant will be required to pay for the new tap on the main and the new meter. Please
revise plans to include the following:
a) Please add a note that a 1" meter is to be installed.
b) Show the water meter located in the right-of-way in the location depicted in the
highlighted section below. The meter shall be located such that the back of the meter
is on the property line. The water meter shall not be located within the driveway.

Please feel free to check with Engineering on the proposed water meter location to
determine if it will meet standards prior to submittal of plans.
c) Please show a 1-1/2" water service line to be installed from the back of the meter to
the house (as required for a combination fire and domestic service).
d) Please label the pipe material and note tracer wire to be installed on the water service
line.
2) Please add the following notes to the plans:
a) A minimum of 3' of horizontal separation between the water service and dry utilities
(i.e. power, phone, gas, cable, etc.).
3) Add a note to the plans indicating where the landscape irrigation backflow assembly will be
located (if one is proposed).
SEWER
1) Label pipe material and size. The sewer lateral (from the main to the edge of easement shall
be 6". Once on private property the sewer may reduce to 4".
2) Show a 6" cleanout at the edge of easement. Please add a note that the 6" cleanout at the
easement line shall have a 12" cast iron lamphole cover with 1/2" hexbolts.
3) Show a cleanout located within 2' of the house, at any 90' bend, when there is less than 3'
between two 45' bends, and when there is more than 100' between cleanouts.
4) Provide invert elevations at the main, the cleanout at the property line and at the house so
that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the
pipe exceeds 20% the pipe will need to be anchored.
5) Please add a note that the existing side sewer will need to be TV'd by the contractor and
video must be submitted to the City for review and approval to re -use.
6) If the existing sewer lateral is proposed to be reused, the City's Public Works Department
will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans
to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection.
7) If a new sewer lateral is proposed show the connection at the sewer main 3' from the
cleanout with a wye being utilized for installation.
8) Per survey notes the cleanout is sealed shut. The cleanout shall be brought to current City
standard. Revise plans accordingly.
DRY UTILITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and 5' from any City main lines.

STORM
1) Storm pipe under driveable surfaces shall have a minimum of 2' of cover (from top of pipe)
and 1' of cover under landscape areas. Please revise the plans accordingly.
2) Provide the rim elevation for the existing CB that the proposed stormwater management
system will be connected to.
3) Label all area drains (i.e. Area drain 1 or 2, etc.).
4) Show quarry spalls around inlet for culvert.
5) Show how the surface water runoff from the driveway will be collected and discharged to
the onsite stormwater management system (i.e. curbs/directional flow arrows, etc.).
6) Show a way to cleanout out the north portion of the infiltration system (i.e. cleanout or mis-
align the catch basins, etc.).
7) Show where the footing drains will discharge to.
8) Show where the rock wall/retaining wall drainage will discharge to.
9) Please add a note to the plans that if the rim to invert elevation exceeds 5-feet then a type 11
manhole will be required.
