During a review of the plans by the Building Division for compliance with the applicable building
codes, it was found that the following information, clarifications, or changes are needed. Reviews by
other divisions, such as Planning, Engineering, or Fire, may result in additional comments that
require attention beyond the scope of this letter. Items that recur on this list appear in italics.
Please submit to a Permit Coordinator 2 sets of revised plans/documents, including a written
response letter that is in itemized letter format. Indicate where the ‘clouded’ or otherwise highlighted
changes can be found on the revised plans. Upon receipt the re-submittal will be routed for review(s).
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
Based on the site visit and my observations that was conducted on 3/17/2020 at or around 12:30pm. I
was meet with owners Richard and Janiece Noll and was introduced to their contractor Elmer. The
plans that was provided for review does not clearly portray the as-built construction that has been
completed prior to a permit application and or inspections. Please revise the plans so that it
accurately depicts the construction that has been completed and or provide on the plans the existing
conditions and the proposed construction that will be done to ensure that the new closet that is being
built meets the 2015 IRC. The comments below are some of the discrepancy(s) that I observed from
the site visit.
General:
1. Please provide a key that will define all the acronyms being used on the set of plans for
this project.
2. Please clarify “proposed 50 bp” on the plans found at plan review detail.

3. The R-38 insulation which is allowed for a single rafter-or joist vaulted ceiling per table
R402.1.1 (k). With the new attic space created it appears that it may be difficult to meet
the R-38 value. Please clarify as to how this will be achieved and what type of material is
going to be used to get the R-38 insulation value. WSEC R303.1.1
4. It is apparent that “foam” will be used for the walls to achieve the R-21 value. Please
clarify/provide the manufactures information that the foam that is being used in a 2 x 4
stud wall will meet the R-21 value. WSEC R303.1.1
5. Based on the conversation with the owners and Elmer the floor appears to be completed
and to my understanding there is no insulation in the floor at this time. Elmer had stated
that he will need to dig out the dirt located under the floor joist so that he is able to install
the insulation. The plans show that the floor is ~ 12” from grade based on the scale.
While on the job site the floor joist appear to be ~ 3”- 4” from grade. Please make
corrections to plans or provide a detail that accurately depicts the site conditions and
corrections that may be done to the existing construction to possible new construction.
6. The foundation has been installed and appears to be a ~ 8” to 10’ Sono tube. The plans
indicate a 16”x16”x8” concrete footing. Please clarify/correct the plans so that it portrays
the as-built foundation or if the foundation is to be corrected please state that on the plans
and ensure that it meets the minimum dimensions required for this project under the 2015
IRC.
7. It appears that the bird block venting on the plans could/would create a condition where
condensation may occur. Please clarify/correct this on the plans.
8. Upon the site visit the foundation appears to be a post and pier type of construction. How
are the sheer walls going to be achieved? Please clarify/correct this on the plans and show
a detail as to the construction of the sheer walls and indicate the sheer walls on the plans.
