U2g-7 RE: BLD20 887 (Mazda Service Center) & BLD20190120 (Hyundai Sales & Service) Response to Review Comments (Engineering) Dear Jeanie: We received a list of comments that were forwarded to us via email from Mike Mclsaac on February 17, 2020. The email originated on February 14, 2020. The email contains a list of comments regarding two related projects; the Mazda Service Center and Hyundai Sales and Service. We have revised the civil plans as needed to address the comments. The revised plans are attached with this letter. For clarity, your email comments are pasted below and responses have been added after each comment. Comment/Response Section: Water meter installed within the driveway off 76th Ave W: An RPBA in hotbox is required on this water service regardless of the size of the meter. The water meter box can remain in the driveway as long as the RPBA in hotbox can be located on private property within 10-ft of the water meter. Bends are ok in this section of pipe once on private property. Please provide a plan revision that shows the proposed RBBA and hotbox location. Response: See sheet C3.00-2. The approximate asbuilt location of the water meter has been updated. A RPBA and hot box are shown on the north side of the driveway. This water service will be the new Mazda Service Center water service. A new water service will be provided to the Hyundai Building from Hwy. 99 water main. As discussed, this water meter can be used for the Mazda Service Center. Please confirm with the City that this will be the case so we can ensure our permit records are up to date. Response: See sheet C3.00-2. Curb ramp and crosswalk on 76th Ave W: • Please provide a plan revision that shows the curb ramp to be installed on 76th Ave W, as well as re - striping of the existing crosswalk as needed. Please also show the tree grate at this location being shifted to accommodate the new ramp. The revised tree grate location shall allow for clear sightlines to pedestrians crossing the street at this location. Response: See Hyundai Plans, sheet C2.02-3. A viewport has been added to this sheet. The ADA ramp and re - striping is shown. The tree grate has been moved north between the ADA ramp and the driveway. We did not compare strict site triangles for visibility, but the trees are evenly spaced and we thought this was worth reviewing, a balance between sight from the driveway and pedestrian visibility at the cross walk. Please provide more clear direction if an alternate tree location is required. Mazda Service Center & Hyundai Sales & Service Response to Review Comments 2 February 25, 2020 Hyundai water service: • The domestic water service for Hyundai can be provided off of Highway 99. Please provide a plan revision that shows this change. The installation shall be consistent with City standard detail WA-184. Response: See sheet C5.00-3. A 3/4" water service has been added parallel to the fire service. Storm system behind rockery in vicinity of proposed gazebo: • The Hyundai plans and the Mazda Service Center plans show two different layouts for the storm system being provided in the vicinity of the gazebo. Please provide revised plans as needed to ensure the storm improvements are being shown correctly between the two plan sets. Response: The Hyundai plans and Mazda Service Center plans are referenced into each other. So, updates to one plan will be automatically reflected in the other set of plans for coordination. However, in this instance there were design updates to the stormwater system shown in the Mazda Service Center plans after the latest Hyundai submittal had occurred. Since we have provided both plans plotted at the same time this issue should be resolved. Thanks Walkway to gazebo: • We were able to confirm with the building division that the location of the walkway could be shifted slightly, as needed, without a specific field change being required by the building division. Response: The civil plans were updated to show the updated gazebo location, matching the latest architectural plans. Hyundai frontage improvements (Highway 99): • As discussed on site, any existing failing, damaged and/or non-ADA compliant frontage improvements along Highway 99 will need to be removed and replaced. A note reflecting this requirement can be found on plan sheet C2.00-3. Response: Acknowledged. • For those portions of existing sidewalk that can remain, the City will provide additional direction on how to add the required sidewalk strip behind the sidewalk, as shown on the plans. We can discuss this more at the pre -con to be held prior to the start of frontage improvement construction. Response: Agreed. • For those portions of existing sidewalk that are to be removed and replaced, the sidewalk shall be poured to the full width required (approximately 10-ft). Sidewalk expansion joints and dummy joints shall be installed consistent with City standard details. Response: Acknowledged. • The Lynnwood Honda driveway ramp at the north end of the Hyundai project falls outside the Hyundai project area and the City will not require replacement of this ramp. Response: Acknowledged. The new ramp has been deleted from the Hyundai Plans (thank you). Mazda Service Center & Hyundai Sales & Service Response to Review Comments 3 February 25, 2020 Amenity zone pavers vs. stamped concrete: • Pavers and stamped concrete are both allowed surface materials within the amenity zone. As either would be acceptable and any change proposed within the amenity zone would be limited to the surface material, a plan revision will not be required for this. Response: The notes in this area remain unchanged. Right -of -Way (ROW) Construction Permits and Traffic Control Plans: • Hyundai and the Mazda Service Center both have active ROW construction permits. o Hyundai (ENG2019-0198) o Mazda Service (ENG2019-0467) • We were able to locate the traffic control plans that had been approved with the ROW permit for the Mazda dealership and have attached them for your reference. The plan for 76th Ave W could be used again with the curb ramp construction, however, the plan for Hwy 99 will need to be updated due to the proposed Hyundai project improvements being closer to the 220th St SW intersection. Response: Wilcox has provided updated traffic control plans as required. Thanks for your time and attention on these two projects.
