RE: Your letter dated 6/8/98
I am the supervisor for Mrs. Lara Knaak, Permit Coordinator at the City of Edmonds. My name is
Jeannine L. Graf, Building Official, and my business phone is 425-771-0220. The purpose of this
letter is to respond to your faxed letter dated 6/8/98 regarding the City of Edmonds addressing system.
The City of Edmonds follows the Snohomish County addressing system which is based upon a
numbered grid system. Any named street in Edmonds was so designated before 1961 which is the year
we adopted this program. After that date, the City has conformed to the numbered grid system which
is efficient when streets run in a true north/south or east/west direction. However, for example, when
streets that are supposed to run east/west take a turn to a north/south direction it can become confusing
(171" St SW is a good example) when assigning house numbers.
Regarding your letter (specifically the part where you state, "I think you lied to me") I must strongly
object to this defamation. To the contrary, Mrs. Knaak and I discussed the matter before she wrote the
letter to you and, as her supervisor, I can assure you that it was I who made the decision to request that
all your neighbors be involved in the addressing change. That is the current preferred method of the
City to resolve addressing discrepancies that effect an entire block of houses. We prefer to work with
citizens toward a mutually beneficial solution instead of a mandated change. Please note, Mrs.
Knaak's letter to you did not deny your request, in fact the City is still very much interested in
correcting all addressing discrepancies in your neighborhood.
Secondly, I want to be clear that Mrs. Knaak did not assure or promise you that future 911 response
calls would not have difficulty finding addresses on this street: Since neither I nor Mrs. Knaak work
for 911, the Fire Department, or the Police Department we could never make the promise that
emergency responders would not error in finding any address within the City.
I am willing to meet with you to discuss this matter further, it is not our intention to create a poor
relationship between you and the City of Edmonds.

Attached is a copy of letter that I mailed to you on April 13, 1999, and also attached is a
copy of the letter I received back from you. To tell the tpth, your reply makes no sense.
Somctime back, someone trade a mistake in assigning addresses and you letter just
informs us that you want to is continue this blunder. Enough of that that.
In my initial contact with you. by phone, I discussed the 911 system question with you.
Our address in Lynnwood was changed a few years ago because the 911 system required
it. The same thing is happening to entire Skagit County right now. In our discussion I
mentioned that the Sre department had to call my parents house at 17000 Talbort Road in
December 1996 because they could not find the residence on a emergency run for my
father. The same thing happened to a residence of 16920 Talbot Road right after that.
You assured me that it would not happen again -- the fare department has straightened out
the problem. IT HAS NOT'. This last Saturday my 83 year mother fell and was bleeding
badly. 911 was called and guess what, the lire department called to ask where the house
was. The injury was bad enough to require 60 stitches in her leg. I have a very upset
family, who are ready to talk to a lawyer. I really think that you lied to me, since you did
not have time to really check while we were on the phone. I also think that your rational
for not giving us the address that we asked for shows absolulely no common sense on
your part We do not request the previously requested address now since all of our
change of address forms have been filled seM but again I think common sense needs to
be used by you and your department. It's a crime!

Re: request for address change from 17002 Talbot Road
In response to your letter requesting an -address change for your future residence,
the City agrees there is nn existing addressing problem in your area. The City
would be interested in rectifying the problem completely rather than changing one
address which would leave the same problem for the other residence(s) in the area.
Since it is our policy that addresses may only be changed upon written request by
owners we recommend that you solicit your neighbors west of Talbot road (7921,
7931,16920,16926,17000,17004,17006;17120, 17122,17126 and 17140) to write
to the City for address changes. The City would most likely respond by changing all
of the addresses to 171XX numbers.
Note, if and when this happens, the number given to your house would most likely
not be 17150, as you proposed, since the corresponding numbers across the street
are substantially smaller. L am sorry that we were unable to meet your request
immediately, however, the address change is still possible and desired by the City
subject to agreement from all affected properties. Thank you for your inquiry.

Dear Sirs,
We request a change in address for our new home now being built on Talbot Road. The
address assigned to its is 17002 Talbot Road. This address relates to the addresses of the
taouses to the west, south and northwest of our new home. However it does not relate to
other homes on Talbot Road, nor to where our home is located from, 171st S.W. 'l'lsess
homes have 171-- addresses because they are south of 171st S_W_ As we have started
building, a great majority of the construction workers and construction trucks have turned
right at junction of 171 st S.W. and Talbot Road because that is the way the 17t700
numbers should be. Accordingly, we realize that this could be a problem in people
finding7our new home with the 17002 address. We, therefore, request a 171-- address,
such as 17150 Talbot Road.
